In accordance with FAR Part 12 for commercial items, this is the official Solicitation Notice for Request for Proposals (RFP) 127EAS26R0003. This announcement constitutes the solicitation; offers are being requested and no separate written solicitation will be issued. All contractors must have an Active SAM.gov registration with a valid UEI at the time of offer submission.

(3) Project Title/Subject: USFS California Regional Vault and Septic Pumping Services – Multiple‑Award IDIQ.
This contract provides vault toilet pumping, septic tank pumping, portable toilet servicing, inspection, cleaning, disinfection, waste hauling, emergency pumping, and remote/winter‑access services across USDA Forest Service Region 5.
(4) Description: The U.S. Forest Service (USFS), Pacific Southwest Region, is soliciting proposals under RFP 127EAS26R0003 to establish multiple‑award, firm‑fixed‑price Indefinite‑Delivery, Indefinite‑Quantity (IDIQ) contracts. Contractors shall provide labor, equipment, transportation, permits, supplies, and all incidentals required to perform vault toilet pumping, septic pumping, USFS‑owned portable toilet servicing, waste hauling/disposal, basic inspections, emergency pumping (48‑hour response), and access to remote/winter sites. Contractors are not authorized to perform repairs, replacements, plumbing, excavation, construction, or any activities outside Tasks 1–4 of the PWS.
The resulting IDIQ contracts support Region 5 (California) as the primary ordering region. Optional ordering authority may be granted—only with IDIQ Contracting Officer approval—to USFS Regions 3 (AZ/NM), 6 (OR/WA), and 10 (AK). Other federal agencies (e.g., BLM) may order only through an approved interagency agreement.
The Government intends to award a mixed pool of both large and small businesses, consistent with full and open competition under FAR Part 12. Task orders will be issued as firm‑fixed‑price under FAR 16.505 procedures. The combined maximum ordering ceiling across all IDIQ awards is $9,000,000, with a minimum guarantee of $2,500 per award.

(7) Place of Performance: All National Forests within Region 5 (California), including 17 National Forests and multiple remote, high‑elevation, and winter‑access sites, organized into eight geographic zones per Attachment J.4. Additional locations may include Regions 3, 6, and 10 if authorized. Some sites require high‑clearance or snow‑capable vehicles.

(9) Line Item Numbers: Multiple CLINs covering vault pumping, septic pumping, portable toilet servicing, inspections, and travel. Offerors must complete the Schedule of Items (Attachment J3) for base and all option years.
(10) Set‑Aside Status: Full and open competition (unrestricted). No socioeconomic set‑aside applies at the parent IDIQ level. The Government intends multiple awards to ensure regional coverage.

All solicitation terms, clauses, attachments, seed task orders, and instructions are included within Attachment J1 (SF‑1449 and Terms B–M) and Section L/M of the solicitation. Offerors must submit three volumes (Technical, Past Performance/Experience, Price) and complete all required forms including Representations and Certifications, Responsibility Certification, and key personnel forms. Awards may be made without discussions.
