This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Serv C26-134 Daily Freezer Replacement (Lay Up Room) for use by United States Air Force (USAF) personnel. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

Serv C26-134 Daily Freezer Replacement (Lay Up Room)
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to meet qualification requirements for the Daily Freezer Replacement (Lay Up Room) on/for Tinker Air Force Base (AFB). The intent is for the Government to secure a one-year service contract for these services. Scope: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform replacing the existing refrigeration systems for two (2) walk in freezers located in the layup room in Building 9001, Post F-16 the Oklahoma City–Air Logistics Complex (OC-ALC). The equipment is listed in Appendix A (On-Base).
The Contractor shall be responsible for ensuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this PWS. The following descriptions are from the attached Performance Work Statement (PWS).
Requested Services: The Contractor shall replace the existing refrigeration systems for two (2) walk-in freezers. The new refrigeration systems must be fully compatible with the existing electrical setup, power requirements (Single‑phase, 208 V, 60 Hz), and freezer box panels (9 ft × 9 ft × 8 ft 5 in). No modifications are permitted to the freezer box panels or their disconnect boxes. The existing freezer box panels will be reused.
This is a turnkey project, requiring the contractor to provide all labor, materials, equipment, and services necessary to deliver fully operational systems capable of maintaining a –10°F setpoint.
3. Contractor Responsibilities (Turnkey Scope)
3.1 Refrigeration Requirement

- Evaporator Unit Requirement
- Shall be electric-defrost evaporator assembly, model EL26‑079‑2EC‑PR‑A or equivalent and be suitable for low‑temperature walk‑in applications
- Shall be using low‑GWP A2L refrigerant and meets the EPA’s 2026 requirements for new commercial refrigeration systems. Prefer R454A refrigerant.
- Performance requirements:
- Cooling Capacity: 7,900 BTUH
- Airflow: 1,600 CFM
- Annual Walk‑In Energy Factor of 4.00 Btu/W‑h
- Operating Modes: Off‑cycle, air defrost w/timer, electric defrost, demand electric defrost
- Electrical Requirements:
- Power Supply: 208–230V, 1‑phase, 60 Hz
- Max Total Connected Load: 13.1A
- Minimum Circuit Ampacity: 15A
- Maximum Overcurrent Protection: 20A
- Fan Motors: EC two‑speed motors, 1.0A @ 208–230V or equivalent
- Defrost Heaters: 13.1A @ 208–230V or equivalent
- Control Circuit: 24V transformer included
- Electronic Temperature Control: Required (factory installed)
- Mechanical Requirements:
- Suction Connection: 5/8" ODF
- Liquid Connection: 3/8" ODF
- Drain Connection: ¾‑14 NPT
- These following components shall be included with the Unit
- Expansion valve (factory installed)
- Digital temperature control (factory installed)
- EC evaporator fan motors – two‑speed
- Leak detection – two sensors required (factory installed)

- Condenser Unit Requirement
- Shall be designed for low‑temperature A2L (prefer R454A) refrigeration applications, model PC225ALZOP‑2S or equivalent.
- Unit shall comply with AHRI 1250 test method
- Annual Walk‑In Energy Factor of 3.15 or higher. Rating must meet DOE requirements.
- Performance Requirements:
- Compressor Model: Copeland YF07KAE‑PFV or equivalent with 2¼ Horsepower
- Electrical Requirements
- Power Supply: 208–230V, 1‑phase, 60 Hz
- Compressor RLA: 12.4A or equivalent
- Compressor LRA: 88A or equivalent
- Condenser Fan Motor FLA: 1.1A or equivalent
- Max Total Unit Amps: 13.7A
- Minimum Circuit Ampacity (MCA): 16.8A
- Maximum Overcurrent Protection (MOPD): 25A
- Mechanical Requirements
- Total Heat Rejection of 14,209 BTUH or equivalent to maximize the entire system efficiency
- Refrigerant Piping Requirements
- Suction Line: 7/8" OD
- Liquid Line: 3/8" OD
- Controls & Safety Requirements: Unit shall include the following controls as a minimum
- High‑pressure control
- Low‑pressure control
- High discharge cut‑out switch
- Time delay relay
- Fan cycle head pressure control
- Crankcase heater
- Electric defrost timer
3.2 Removal and Disposal
- Pump down and safely remove the existing refrigeration systems from both units.
- Properly dispose of all removed equipment and refrigerant in accordance with industrial regulations.
3.3 Procurement and Delivery
- Procure new refrigeration systems compatible with the existing electrical and mechanical configuration.
- Deliver all equipment to the project site.
- Provide all required materials, hardware, and accessories.
- Provide all labor, equipment, materials, and tools required for complete installation.
- Supply only new, commercially available equipment—no prototype or experimental models.
3.4 Installation Requirements
The contractor shall:
- Meet delivery trucks and off‑load refrigeration equipment.
- Install new refrigeration condensers and evaporators.
- Provide nylon all‑thread and stainless‑steel hardware for evaporator coil suspension.
- Install new ACR hard copper piping and 1" thick‑wall suction line insulation.
- Provide all unistrut, hangers, brackets, trapeze supports, pipe clamps, all‑thread, and anchors as needed.
- Provide all fittings, silver solder, welding supplies, and labor required for refrigeration piping.
- Perform leak checks with nitrogen, pull vacuum, and charge the system with new refrigerant.
- Perform all electrical work, including:
- Disconnecting power from existing units
- Removing conduit and demolition as required
- Reinstalling receptacles in their current locations
- Providing new power connections from existing disconnects to the new evaporators and condensing units
- Mounting and wiring lights
- Installing new seal‑offs at penetration points and GRC inside the freezers
- Install drains, furnish and install heat tape (if required), and insulate drain lines.
- Start up all refrigeration systems, set pressure switches and controls, calibrate thermometers, and verify temperature performance.
- Seal all refrigeration penetrations.
- Replace two (2) door gaskets per freezer.
4. System Performance Requirements
The completed installation must deliver:
- Fully operational refrigeration systems
- Ability to maintain a –10°F setpoint under normal operating conditions
- Proper integration with existing freezer box panels and electrical infrastructure
5. Startup and Training Requirements
The Contractor shall:
a. Conduct full system startup and functional testing to verify proper operation of all installed components.
6. Deliverables at Time of Solicitation (Offeror Requirements)
The Offeror shall provide:
a. Detailed descriptions, specifications, and sketches demonstrating compliance with this Statement of Work (SOW).
b. Justification for any proposed alternative solutions, demonstrating how they meet or exceed the requirements.
7. Deliverables at Time of Installation (Contractor Requirements)
The Contractor shall provide:
a. Fully installed and operational freezers capable of achieving a –10°F setpoint.
b. New refrigeration system component drawings.
c. All manuals and parts lists associated with the newly installed equipment.
d. Operator training and supporting documentation.
8. Schedule Requirements
The contractor shall include in the proposal:
- Lead time for procurement and delivery. Lead time shall not be more than 10 weeks.
