SOURCES SOUGHT DESCRIPTION FOR LOCAL AREA NETWORK (LAN) CABLE INSTALLATION AND MAINTENANCE- TOBYHANNA ARMY DEPOT

INTRODUCTION

ACC-APG, Tobyhanna Division is issuing this source sought synopsis as a means of conducting market research to identify potential sources having an interest and the required systems, expertise, capabilities, and experience to support the local area network (LAN) at Tobyhanna Army Depot, Tobyhanna, PA 18466.

The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this source sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered.  Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

BACKGROUND

Tobyhanna Army Depot (TYAD) requires services to install, extend, retract, move and perform all work necessary for the Local Area Network (LAN), located at Tobyhanna Army Depot (TYAD), Tobyhanna Pa. 18466, to support multimedia functions, (e.g., two-way data communications) so that the entire LAN may operate as one system.  Period of performance will be one year with the Government having the option to extend the term of the contract for an additional four (4) years.

TECHNICAL DESCRIPTION

The contractor shall provide all plant, labor, vehicles, tools, consumable materials not provided as Government Furnished Material (GFM), supervision, and services necessary to perform all operations with regard to inspection, connections, removal, repair, maintenance (remedial and preventive), part replacements, and tests to ensure proper operation of the LAN located at TYAD.

The contractor shall install LAN cabling, in accordance with (IAW) industry standards, i.e., ANSI/TIA-568.0-D, Generic Telecommunications Cabling for Customer Premises, 2015, ANSI/TIA-568.1-D, Commercial Building Telecommunications Infrastructure Standard, 2015, ANSI/TIA-568.2-D, Balanced Twisted-Pair Telecommunication Cabling and Components Standard.

ELIGIBILITY

The applicable NAICS code for this requirement is 238210 with a Small Business Size Standard of $19,000,000. The Product Service Code (PSC) is J059.

SUBMISSION DETAILS

Interested businesses should submit a brief capabilities statement package (no more than ten pages, font no smaller than 10 point) demonstrating ability to provide the services listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, in either Microsoft Word or Portable Document Format (PDF), via email jessica.l.mchugh.civ@army.mil  no later than 12:00 p.m. EST on 15 July 2026 and reference this synopsis number, PAN 049921, in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
