Notice of Intent to Sole Source
The Defense Health Agency (DHA) intends to award a sole-source contract with BIO-RAD LABORATORIES for the following: Reagent/Rental for a fully automated, random-access analyzer that simultaneously detects and quantifies multiple analytes from a single low volume sample, equivalent to the BioPlex 2200 system and its compatible reagents and consumable products. The NAICS code is 325413. The authority for this non-competitive award is 10 USC 2304(c)(l), Only one responsible Source. The Government intends to procure this sole source requirement under Other than Full and Open Procedure IAW FAR part 6 and Commercial procedures in FAR part 12.
Must be designed for high-volume laboratories, at a minimum, capable of testing up to 25 different analytes from a single sample tube. Must have a test menu that includes at least 50 assays (in addition to current MMRV testing needs) for autoimmune, infectious disease, and specialty immunoassay testing. Must streamline workflow with high throughput (at least up to 1,400 results/hour), rapid time-to-first result (45 minutes), and broad assay capability in autoimmune and infectious diseases. The system must offer a significant reduction in labor costs and improved patient care through faster, more detailed diagnostic information.

Responsible sources may submit a capability statement, which shall be considered by the Defense Health Agency (DHA). Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government and the proposed analyzer meets all minimum government requirements. If no affirmative written responses are received by 4:30 pm (CST) on July 31, 2026, the award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government to not compete this proposed requirement is solely within the discretion of the government. Please see draft SOW for additional details.
