DSCR B150 ARNG Boiler Replacement

Update: RFQ extended to 28 August 2026 due to Government delay answering RFI's. 

RFI's: 

1. The solicitation states that the prime contractor must have an office within 120 miles of DSCR that is publicly visible in SAM.gov. May an offeror satisfy this requirement through a local principal subcontractor or mobilization office, or must the prime entity itself have the qualifying SAM-listed office?

                -The Prime must have a legitimate place of business from which they are mobilizing. This can be substantiated (for example) via a Lease Agreement or proof of business mail being delivered to this site. The subcontractor's place of business, address, etc. is not acceptable. We are entering into business with the prime.

2. If a prime establishes and registers a legitimate local office in SAM.gov before quotation submission, would that satisfy the requirement, or must the local office have existed before solicitation issuance?

                - If there is a valid office by the solicitation closing period, I will accept it as valid.

3. Please confirm that the existing electrical systems and architectural features within the boiler room are not part of the project scope.

Power supply to the boiler room is not being modified, the wiring and circuit breakers servicing the boiler do not need to be replaced or upgraded as part of this project. Isolation components such as switches and controller systems servicing the boiler itself should be replaced as part of the work being done on the boiler. Modifications to the appearance and architecture of the machinery room are not intended as part of this project.

4. Please confirm that the required boiler piping demolition is limited to piping located within the boiler room and that the contractor will only be required to tie into existing piping without creating new penetrations in the room.

Demolition of piping is limited to the supply and return lines within the existing boiler machinery room. The supply and return piping located within the rest of the building are not being modified or replaced as part of this project. No new penetrations should be required.

5. As discussed during the pre-bid meeting, please confirm that the Building Automation System (BAS) is intended for local control only and is not connected to the remainder of the facility or installation network.

6. Is the contractor required to provide temporary heating during the boiler replacement period?

Depending on the duration and timing of installation work, temporary heating services may be required in order to allow the occupants of the building to remain in place. Contractor would be required to provide those temporary services if necessary. Please price your quote WITHOUT temporary heating services at this time. We will adjust the contract via modification if the temporary heating services are needed. 

Are there any noise restrictions or limitations for demolition activities?

There are no noise restrictions outside of standard PPE requirements and hearing protection. Any demolition activities which require cutting/grinding/torch work will require base fire department to provide contractor with a hot work permit and approval prior to the start of such activities. Materials removed from the base are required to be documented as per the SOW for environmental record keeping purposes.

During the site visit, it was observed that the existing boiler is installed on a metal platform that does not appear to require replacement. Can the contractor assume that the new dual-fuel boiler specified in the contract documents will fit within the existing platform dimensions?

Metal platform can be removed as necessary to fit the existing space requirements. If replacement boiler is able to fit this location on the metal platform it may be reused, however it is not required. The concrete foundation under the boiler does not need to be modified and will allow for any new equipment to fit within the space.

Is any type of seismic bracing required for the new boiler and associated equipment?

No seismic bracing required for the new boiler or associated equipment.

Keep existing boiler or have contractor dispose?

Contractor shall dispose of existing boiler in accordance with all required environmental and safety regulations. Associated piping/controllers and components shall be removed and disposed of by the contractor

Keep oil drained from the boiler?

Fuel oil remaining in the boiler shall be returned to the government for storage and disposal

Regarding the boiler piping and valves, how much is the contractor replacing? Is there a stop point?

Contractor shall replace all piping and valves within the machinery room up to the flanges entering the space. Anything outside of the boiler room does not fall into the scope of this project.

How much of the workshop can the contractors occupy during install?

Space occupancy will be coordinated with the National Guard at the time of the installation. Space can be made available to store equipment and construction materials within the workshop area and coordinated with the occupants of the space and DLA ahead of time

Confirmed: Standard work hours consistent with DSCR operating hours

Please clarify the lay down area available near B150 whereby the contractor can lay down materials.

Laydown areas for material will be provided outside the building as necessary in coordination with the national guard and DLA, prior to start of work

What is the existing boiler serving in the building?

Existing boiler is serving localized radiators and heating elements within the building.

Solicitation

Defense Supply Center Richmond (DSCR) B150 ARNG Boiler Replacement

This is a solicitation for construction prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice.  The solicitation number SP4703-26-Q-0061 is issued as a request for quote (RFQ).  The resulting contract will be a firm-fixed price award with an expected Period of Performance of 270 days from the Notice to Proceed (NTP). This acquisition is set-aside for 100% small businesses.  The North American Industry Classification System (NAICS) Code is 238220 (Refrig, AC, Air Circ Eq).  The small business size standard is $19M.  Department of Labor Wage Determination based on location of the service provided (Richmond, VA).  Partial proposals will not be accepted. 

For an offer to be considered for award, the prime contractor must be within a commutable driving distance to the DSCR facility and hold an office publicly visible on SAM.gov to validate this claim. A 120-mile radius from DSCR is considered the commutable radius. The Contractor shall list the address from which mobilization occurs on their proposal.

Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Also refer to clauses and provisions includes in this notice.  Past performance will be considered a part of Technical Acceptability, and the Contracting Officer will pull contractor data from CPARS and SPRS.

                                                     

The contractor must be registered in the System for Award Management (SAM) prior to award.  If not already registered in SAM, go to the SAM website www.sam.gov to register prior to submitting your quote.

Access to Defense Supply Center Richmond is dictated by the language at the following location:

The screening system will require visitors and contractors to pre-enroll in DBIDS (Defense Biometric Identification System).  To begin the process, visitors and contractors will complete registration through the pre-enrollment website: https://dbids-global-enroll.dmdc.mil. 

Upon entry of their information, visiting personnel will be provided an electronic form to download, which will have an individualized barcode and alpha numeric code.  The codes will be electronically sent to the visiting person’s sponsor.  Once in receipt of the barcode, the sponsor will email Security and Emergency Services and provide the barcode and sponsorship information.  Once the visitor/contractor is vetted and approved for installation access, Security & Emergency Services will notify the sponsor that the visitor/contractor can go to the DSCR Visitor Center to obtain his/her pass.  At the Visitor Center, the visitor provides the barcode and code provided earlier in the process and completes the credentialing process.

DBIDS enrollments shall be completed with five (5) days before the site visit.

In accordance with FAR Part 36.204(d), the estimated Magnitude of Construction for this project is between $250,000-$500,000. 

LIQUIDATED DAMAGES

52.211-12 Liquidated Damages-Construction.

LIQUIDATED DAMAGES-CONSTRUCTION (SEPT 2000)

(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of _$500_ for each calendar day of delay until the work is completed or accepted.

(b) If the Government terminates the Contractor’s right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

INSTRUCTIONS TO OFFERORS

The Offeror shall submit their proposal to the Contracting Officer. In order to be considered Technically Acceptable, the Offeror shall submit all relevant information needed to reasonably assess this information against the Statements of Work. All sections of the Statements of Work will be considered, with specific emphasis on Sections 3, 4, and 7.
