This combined synopsis/solicitation for services prepared in accordance with the format in subpart
12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information 
included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside 
only. This announcement constitutes the only solicitation; no separate written solicitation will be 
issued.

This requirement is for a firm fixed price service contract. The contract will be awarded 
using simplified acquisition procedures in accordance with FAR part 13

The Government will award a contract resulting from this solicitation to the proposer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, Lowest Price, Technically Acceptable.

SCOPE OF WORK:

CCTV Camera, Recording and Data Transmission Replacement
U.S. Coast Guard Sector Key West

GENERAL REQUIREMENTS

PART 1 – General:

United States Coast Guard Sector Key West is accepting proposals for qualified individuals or firms 
to replace the existing CCTV surveillance system located at Sector Key West. The existing system 
has reached the end of its service life and no longer provides the reliability, recording 
capability, and surveillance coverage required to support coast Guard security operations.

1. Sector Key West: Relocate the existing wireless bridge to restore network connectivity between 
UPH and B48. Provide (2) new wireless bridge that will link to existing B107 with B48.
2. Sector Key West B107 (UPH): Upgrade and replace existing CCTV system.
3. Sector Key West B109 (SFLC): Replacing and upgrading exterior surveillance coverage. Work 
includes installation of a new multi-directional network camera, wireless bridge components, 
mounting hardware, surge protection, and a Poe+ network switch.
4. Sector Key West B108 (Storage Hanger/ANT Shop): Relocate wireless antennae, install new server 
closet and rewire with weatherproof cabling.
5. Sector Key West B48 (Command): Complete upgrade of existing CCTV system. Replacing outdated 
camera technology with modern Hanwha AI-enable cameras or functionally equivalent alternative.

PART 4 – Facility Operating Hours:
1. The facility shall remain in operation throughout the service. Contractor access to the service 
site shall be limited to the following: 8:00am to 4:00pm, Monday through Friday, excluding 
holidays. Access to the site shall not be permitted on the weekends without prior approval from the 
Contracting Officer in writing.

PART 5 – Security Requirements
1. Contractor shall provide a list of names for required personnel needing to access the base to 
the Coast Guard COR for access to the base.

2. Personnel will be required to first report to the NAS Boca Chica Security Office for an entry 
pass unless they already have base access.

3. All personnel shall present their ID and base entry pass to the security personnel at the 
entrance to the base for access.

PART 6 – Contractor Responsibilities:

1. Contractor shall furnish all labor, supervision, tools, equipment, transportation, and incidental materials necessary to complete the project.

2. Contractor shall remove existing equipment as required to support the installation of new CCTV and network devices.

3. Contractor shall install all cameras, wireless bridges, antennas, network switches, surge protection devices, servers, and associated mounting hardware in accordance with manufacturer specifications.

4. Contractor shall mount, align, and secure all surveillance and wireless communication equipment.

5. Contractor shall terminate, label, and test all network, power, and communication cabling required for system operation.

6. Contractor shall program and configure all cameras, wireless bridges, network devices, and supporting equipment for proper operation.

7. Contractor shall integrate the new equipment with the existing Coast Guard CCTV and video management system.

8. Contractor shall verify network connectivity, wireless communication, and video streaming functionality.

9. Contractor shall perform functional testing, commissioning, and final system verification to ensure all equipment operates as intended.

10. Contractor shall reuse existing wiring and infrastructure whenever practical and serviceable.

11. Contractor shall notify the COR of any damaged, unsafe, or incompatible infrastructure requiring replacement prior to performing additional work.

12. Contractor shall maintain a clean and safe work area throughout the project and comply with all applicable Coast Guard security and safety requirements.

13. Contractor shall coordinate work to minimize disruption to facility operations and complete work with authorized access hours.

14. Contractor shall provide basic end-user orientation and operational instruction to Coast Guard personnel upon project completion.

15. Contractor shall deliver a fully operational, tested, and commissioned CCTV system in accordance with the contract requirements.

PART 7 – Final Acceptance:

1. The contractor shall provide all required project documentation, including equipment inventory, 
configuration records, warranty information, manufacturer documentation, and any applicable test 
results upon completion of the project.

2. The contractor shall complete all installation, programming, integration, testing, and 
commissioning activities and certify that CCTV system is fully operational in accordance with the 
contract requirements.

3. The contractor shall coordinate and participate in a final inspection and system demonstration 
with the COR. The demonstration shall verify proper operation of all cameras, wireless bridges, 
network equipment, recording functions, and system connectivity.

4. The contractor shall correct, at no additional cost to the government, any deficiencies, 
discrepancies, or non-conforming work identified during the final inspection before final 
acceptance.

Period of Performance: Work is expected to commence at NLT 10 business days after award is made and 
submitted to awardee. Anticipated award date: 31 August 2026

Site visit: It is highly recommended and encouraged that a site visit is performed at  the unit to 
field verify the requirements within the SOW and speak with the unit POC for this project. A site 
visit has been scheduled for Wednesday August 5th at 1000. 

Vendors are to coordinate a site visit with the below listed unit personnel. Vendor  must ensure 
company personnel attending site visit have a proper government issued  ID in order to gain access 
to the Coast Guard Station.

solicitation prior to closing.
