Asphalt Resurfacing Work

Enclosed is a Request for Quotations (RFQ) for Asphalt Resurfacing Work. If you would like to submit quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter.

The U.S. Government intends to award a firm fixed price purchase order (P) to the responsible company submitting an acceptable offer with a LPTA evaluation.  The Government may award a contract based on initial quotations without holding discussions; however, we may hold discussions with companies in the competitive range if necessary.

The will be held on August 28, 2026 at 10.00am at Villa Otium located at Nobels Gate 28 Oslo, Norway.  Prospective offerors/quoters should contact OsloGSOBids@state.gov to arrange access to the building.

The conference call will be held on September 1, 2026 at 10.00am on Teams.  Prospective offerors/quoters should contact OsloGSOBids@state.gov to gain access to the call.

Questions on the Solicitation are due no later than September 2, 2026 at 5.00pm

Quotations are due by September 15, 2026 at 2.00pm. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to OsloGSOBids@state.gov. It is important to make sure the submission is made in specific size and format; Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

In order for a quotation to be considered, you must also complete and submit the following:

1. Volume I, as detailed in Section J
2. Volume II, as detailed in Section J

Offerors shall be registered in the System for Award Management (SAM) at the time of submission of their offer, as prescribed by FAR 4.1102. Offerors may register at SAM.gov. Failure to have an active SAM registration at the time of offer submission may result in the offer being ineligible for award. Offerors interested in submitting an offer are therefore strongly encouraged to initiate the SAM registration process sufficiently in advance of the solicitation closing date.
