THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Please note, the information received from this RFI is used to help the Government refine the requirement and help identify areas of ambiguity so that, if released, the RFP is well defined. Any feedback/questions as a result of this RFI will not be responded to directly and will be addressed in the final RFP if the Government deems it necessary.
BACKGROUND. The Science and Technology (S&T) Branch of the Cyber-Futures Capability Directorate (C-FCD) is responsible for industry and academic engagement to identify capabilities to support development of future Army Cyberspace Operations, EW, and Signal/communications networks and data services.
This RFI seeks capabilities to inform future Army EW experimentation, which will directly inform outcomes from the "EW in Support of Army 2030-2040" Capabilities Based Assessment (CBA). Please be advised that the EW CBA is a controlled document with limited distribution; access can be requested from the Point of Contact (POC) listed below.
To realize the Army's vision for dominance in the electromagnetic spectrum, Cyber-FCD-S&T is implementing a proactive strategy. This strategy relies on deep partnerships with industry and academia to identify solutions to meet capabilities needed to succeed in complex operating environments.
DESCRIPTION. This RFI seeks responses to the questions below in the section titled Questions to Industry. The Cy-FCD-S&T Branch is in the process of formulating its experimentation plan for the 2027-2028 fiscal years. The identification of available capabilities within this timeframe is a critical component of this plan. Therefore, a thorough review and prioritization of the responses to the attached request for information is required. Several core technology characteristics have been identified in the EW CBA:
EW solutions must be adaptable, scalable, rapidly deployable, and attributable/non-attributable
EW solutions must consist of common, low-cost, low-weight, and low-power payloads for Army unmanned platforms (including launched effects, high altitude platforms, and robotic combat vehicles)
EW solutions must have standardized interfaces to support EW payloads that pair artificial intelligence/machine learning with electromagnetic attack, electromagnetic support, and electromagnetic protect techniques
EW systems must provide independent communication links to achieve full autonomy and form a localized network to maintain SA and enable rapid reconfiguration
EW systems must possess the ability to modify waveforms in the matter of minutes and distribute to systems against a variety of adversary/enemy EMS dependent assets
EW systems must consist of multiple amplifier/antenna options to adjust power, frequency, and modules that emit multi-wave, multi-channel, and multi-beam transmissions at necessary distances
EW systems must allow for the use of existing techniques along with developing techniques as threats arise to enable systems to be emplaced and remotely operated across broad frequency ranges.
Specialized EW systems must offer the ability to perform obfuscation prior to, during, and after various missions that mask the intent of a force and confuse adversary units
EW systems must provide the ability to survey the EMS footprint of an AO before, during, and after operations to provide feedback to the commander on EMS use
The C-FCD-S&T Branch is in the initial phase of developing its experimentation strategy and requests industry feedback. To enable the rapid procurement and sustainment of equipment that meet operational requirements and mitigate gaps identified during the EW CBA, the Government is considering a Commercial Solutions Opening (CSO) process. Therefore, this RFI solicits industry capabilities that address these characteristics.

SUMMARY. THIS IS AN RFI ONLY to identify capabilities that can provide comprehensive support for future capabilities and requirements for Army EW. The information provided in the RFI is subject to change and is not binding on the Government. The Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
