This request for proposal is being competed as a 100% setaside for small business. Award will be made utilizing full and open competition among all responsible small business sources. Offerors are advised to carefully review and complete all required fillins and follow all instructions found within the document. Proposals received that are determined inadequate
will be eliminated from consideration for award.

All clauses/provisions in this solicitation and resultant contract are important and the offeror shall ensure that it has reviewed and understands each one. Signing the face page of the solicitation acknowledges review and agreement for vendor acknowledgement of all provisions contained within.
