W065--Notice of Intent to Sole Source - Karl Storz Equipment Lease - Base + 2 Option Periods - VA Maine HCS (Togus)

1. Description of Requirement  VA Maine HCS (Togus) intends to award a firm-fixed-price contract for a NEW 36-month lease of Karl Storz endoscopy video systems, insufflators, wireless video components, monitors, carts, rigid and flexible scopes (including NIR/ICG imaging), OEM installation/configuration, training, and full-service maintenance. This lease supports continuity of surgical and diagnostic operations across General Surgery, Urology, Gynecology, ENT/Airway, and Arthroscopy.  2. Period of Performance  Base Year: 11/01/2026 10/31/2027  Option Year 1: 11/01/2027 10/31/2028  Option Year 2: 11/01/2028 10/31/2029  Contract Type: Firm-Fixed-Price; Commercial Items (FAR Part 12)  3. Intended Source  L1 Enterprises Incorporated (SDVOSB) is the exclusive authorized SDVOSB reseller designated by Karl Storz Endoscopy America, Inc. to provide and service the required endoscopy systems and scopes for VA Maine HCS (Togus). OEM authorization is documented in the acquisition record.  4. Justification (Summary)  VA Maine HCS requires OEM-authorized lease, installation/configuration, and full service/maintenance of Karl Storz systems to ensure clinical compatibility, sterilization/processing continuity, and patient safety. The OEM has identified L1 Enterprises (SDVOSB) as the exclusive authorized reseller for this solution at Togus; no other vendor is authorized to furnish the complete lease plus OEM service scope. A written sole-source justification has been prepared and will be made publicly available after award per FAR posting requirements.  5. Anticipated Award Date  On or about November 1, 2026.  6.
