1. Description of Requirement
The purpose of this requirement is to procure highly specialized actuarial support services for three (3), active Complexity Level IV Pension Plans. Complexity Level IV plans are defined as any plan larger than 4,500 participants. In performance of this contract, the contractor shall provide actuarial expertise to ensure timely and accurate completion of tasks associated with the valuation of termination benefits for three (3) Complexity Level IV plans under Title IV of ERISA of 1974. Tasks include support with: Benefit Statements and Retirement Statements (BSRS), Actuarial Case Reports (ACR), Post-Valuation Support, Information Technology Program Compliance, and Contractor Program Management for three (3) Complexity level IV plans.
2. Background
Bolton Partners DC, Inc. has developed highly specialized, extensive, detailed institutional knowledge of plan‑specific assumptions, prior benefit calculation methodologies, specific coding logic used in benefit and retirement statement programming, historical participant‑level data validation, case processing documentation, and resolution of legacy data anomalies under prior task orders specific to the three (3) Complexity Level IV plans.
The remaining plan work, to be completed under this contract is inherently dependent on methodologies, software logic, data structures, and actuarial baselines established by Bolton. Because these technical foundations cannot be replicated without significant re-engineering effort, only Bolton can meet PBGC’s minimum requirements for continuity, accuracy, and timely completion of benefit calculations.
Attempting to reassign the work under these three plans would introduce severe operational vulnerabilities and risk catastrophic data gaps during peak processing cycles. This would disrupt the planned sequence of valuations, delay the issuance of accurate benefit statements, and impede transition of these plans to ongoing administration. The delay would also increase overall project cost to the Government due to the necessity of re‑creating complex actuarial baselines, software logic, and case files.
If the work was reassigned, the incoming contractor would require months to reconstruct prior work before beginning any of the remaining tasks. Delays in completing benefit calculations and ACRs for all three plans would directly impact PBGC’s ability to deliver accurate and timely participant benefits, which is a core mission requirement.
