The Department of Veterans Affairs, Network Contracting Office (NCO 06), hereby provides notice of its intent so award a sole source contract with Johnson Controls Inc., specifically for the Metasys Annual Building Automation System (BAS) Service Agreement in support of the Central Virginia VA Health Care System, located at 1201 Broad Rock Blvd, Richmond, VA 23249.
This preventative maintenance service agreement is to support a period of performance for a base plus two option years. Justification for this sole source procurement is in accordance with 41 U.S.C. 1901, implemented by FAR 12.102 ("Restricting Competition") and FAR Table 12 1 authority citations, based on a only one responsible source rationale. Competition is restricted due to the proprietary nature of the Metasys system and the OEM s exclusive ability to provide the required maintenance, upgrades, cybersecurity patches, and system-level support.
The Richmond VA Medical Center operates a Metasys Building Automation System, a proprietary Johnson Controls platform that centrally monitors and controls HVAC and environmental systems. As documented in government market research, Metasys BAS is a proprietary, multilayered automation system requiring certified Metasys technicians with authorized access to firmware, databases, graphics, proprietary components, and system-level programming. Johnson Controls is the Original Equipment Manufacturer (OEM) and the only vendor with full legal, technical, and cybersecurity authority to perform the required services, updates, and system modifications. Market research confirms that no other small business, SDVOSB/VOSB, or commercial provider can fulfill the full scope of proprietary Metasys BAS requirements.
The anticipated services include monthly BAS support, system inspection, calibration, network security updates, database backups, alarm review, emergency on call support, and minor repair materials all of which require OEM authorized access and certified Metasys-specific technical expertise.

This notice of intent is not a request for competitive quotes. No solicitation documents are available. However, interested parties who believe they can meet the requirements may submit a capability statement that demonstrates OEM authorization and full Metasys BAS privileged-access capability and possesses relevant past experience, and expertise may give written notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government, however, a determination by the Government not to complete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
