This is a Pre-Solicitation Notice for the VTARNG / USPFO-VT, Purchasing and Contracting, to provide employment placement support for Work for Warriors Vermont. The full solicitation will be posted on the Contract Opportunities website at www.sam.gov on or about 26 May 2026.The contract type is anticipated to be a Firm Fixed Price and will consist of one twelve-month period of performance from 29 September 2026 ? 28 September 2027. This acquisition is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. The North American Industry Classification System (NAICS) Code that applies to the principal nature of the acquisition is 561311, Employment Placement Agencies, Size Standard $30.0M. The contractor shall provide services during the normal duty day, typically between the hours of 0600-1700, Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at (1) Newport Armory, 540 Union St, Newport VT, (2) Joint Readiness Center, 90 Ethan Allen Road, Jericho, VT Camp Johnson, (3) 789 VT National Guard Road, Colchester, VT and (4) Armed Forces Reserve Center, 2143 Post Road, Rutland VT. The Vermont Army National Guard Family Readiness Program Office has identified a requirement for employment placement support for Work for Warriors Vermont. The Vermont National Guard has a requirement to for a Contractor to provide personnel, cell phones, equipment, tools, materials, supervision, quality control and other items and non-personal services necessary to prepare and connect current and future Vermont National Guard members, Reservists, and their respective family members with employment opportunities to earn living wages. The Vermont Work for Warriors program designed to identify Vermont National Guardsmen, Veterans, Reservists, Service Members and families eligible for support and provide them with information on available benefits and connect them with sources of support/services. The contractor shall perform all functions necessary to develop and implement programs to identify and outreach to Service Members and their family members, Reservists and veterans to inform and educate them on available programs at the national, state, and local levels and develop information on improving program effectiveness and offerings. Special emphasis on: providing employment outreach to Service Members of all components, their immediate family members to provide employment assistance, education benefits, retention incentives, and transition services and tracking each customer?s interaction and providing career support, development, and maintenance of civilian based careers. Specific services include, but are not limited to, resume writing assistance, social networking, and interview skills (coaching).
