SOURCES SOUGHT FOR GSM LOCATORS FOR FOREIGN MILITARY SALES (FMS)
INTRODUCTION
The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the Communications-Electronics Command Security Assistance Management Directorate (CECOM SAMD) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, and industry technologies available to support/fulfill FMS requirements. The result of this sources sought/market survey will contribute to determining the method of procurement, if a requirement materializes.
Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered.
Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The U.S. Government requests that interested parties submit a brief description of your company, your company's solution, and your ability to meet potential system requirements.

PROGRAM BACKGROUND
CECOM SAMD administers and manages FMS cases including Global System for Mobile Communications (GSM) Locator requirements for Partner Nations (PN). CECOM SAMD’s goal is to satisfy requirements of GSM Locators for the country of Pakistan. The Pakistan Army requests the procurement of GSM locators capable of accurately detecting and
pinpointing signals from communication devices and mobile phones, in order to support ongoing counter-terrorism operations.
REQUIRED CAPABILITIES
The purpose of this market research/sources sought is to identify interested sources that
can provide/manufacture and deliver the following capabilities to the country of Pakistan:

Global System for Mobile Communications (GSM) Locators Systems capable of
accurately detecting, geolocating, and pinpointing signals from communication devices
and mobile phones in support of tactical operations.

Technical Performance Questionnaire
To assist the Government in evaluating your solution’s technical capability, please address
the following specifications in your submission:
1. Frequency Bands & Technologies: Identify the specific bands (e.g., 2G/GSM,
3G/UMTS, 4G/LTE, 5G/NR) your system can detect and locate.
2. Geolocation Performance: Provide your system's average geolocation accuracy (in
meters) and effective detection range in both urban and rural environments.
3. Form Factor & Mobility: Describe the physical configuration of the equipment (e.g.,
handheld, man-portable backpack, vehicle-mounted, or airborne).
4. Power and Sustainability: Provide details on the power requirements, battery life,
and operational uptime of the units.
Requested responses shall include Rough Order of Magnitude (ROM) price and availability
(P&A) information for the equipment described above.
SPECIAL REQUIREMENTS
Any resulting contract is anticipated to have a security classification level of Unclassified.
Country of Origin Inquiry
Respondents shall identify the country of origin for the end product and all major subsystems/components. Because this is an FMS requirement, country of origin and supply chain security may be evaluation factors in any future procurement strategy.
ELIGIBILITY
The applicable North American Industry Classification System (NAICS) and Product & Service Codes (PSC) for the requirements are:
• NAICS: 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing
• PSC: 5865 - Electronic Countermeasures, Counter-Countermeasures and QRC Equipment
SUBMISSION DETAILS
Interested sources should furnish the following information, in the format provided below:
1. Company Information: Name and address of company, with Commercial and Government Entity (CAGE) Code and Unique Entity Identifier (UEI) generated via SAM.gov. Any interested company must have an active registration in SAM.gov.
2. Point of Contact: Name, Department, phone number, and email address.
3. Past Performance: Identify past and current services/products your company offers that exactly match or closely align with the capabilities specified above.
4. Teaming/Subcontracting: Address your company’s capability to act as a single provider for the hardware and services defined herein. If significant subcontracting or teaming is anticipated in order to deliver the technical capability, organizations should address the administrative and management structure of such arrangements.
5. Prior Government Contracts: State whether your company is currently providing a different generation/version of this item to the U.S. Government, and if so, please provide the contract number.
6. Involvement in Related Efforts: All respondents must disclose their current or past involvement with similar efforts. Specifically, detail whether your company is currently providing the described requirements to the government—either directly as a prime contractor or as a subcontractor on any other effort.
7. Exportability Profile: Since these items are destined for the Pakistan Army under an FMS program, please state the export control status of your proposed solution (e.g.,
EAR99, Commerce Control List Category, or ITAR USML Category). Confirm your company’s experience and capability in securing export licenses for the technology and end-user. 8.
