The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. The Department of Veteran Affairs, San Diego VA Health Care System located at 3350 La Jolla Village Dr, San Diego, CA 92161 to perform a design/build services for production of banner signage and installation of banners.

The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. Area of work:
The project work area is on the exterior facade, south and east of Parking Structure 3. The banner installation will take place on government owned land at the Jennifer Moreno VA Medical Center. The Contractor will need to provide a cost proposal based on the Scope of Work.
General Requirements:
Provide all labor, materials, tools and equipment, and design-build services necessary for the fabrication, delivery and installation of the project described below and other specific tasks as further defined by this Statement of Work. Both design and construction services are parts of this project.

Project Requirements:
The scope of work for this project consists of furnishing and installing the following:
The survey of the existing conditions at PG3 associated with the installation and attachment of the banners.
The banner attachment strategy proposal for a smooth and seamless banner.
The banners to be printed on durable open mesh, strong enough to resist wind loads and allow for wind and air passage.
The banner installation needs to include components to be tied to existing structural elements on PG3, but not to include drilling into the existing parking garage concrete structure.
Installation proposal and VASD approval is required, prior to commencement of the work.
Production, delivery and installation of the banners per elevation drawing location and size.
Installation of the banners to allow for future banner removal and replacement.
Need to post permits in accordance with VASD Safety Office
Notify the COR and cc the CO of any activity outside the working hours. A VA representative should always be present.
