1.0 GENERAL INFORMATION

This RFI initiates market research under Federal Acquisition Regulation (FAR) Part 10.001. This RFI is for informational and planning purposes only and does not constitute a solicitation for bids or proposals and is not to be construed as a commitment by the Government. No Statement of Work, Performance Specifications, or Requirements Package is currently available for release. This RFI is a market research tool to determine the availability and adequacy of potential commercial sources. The Government is not obligated to reimburse, and will not pay, for any information received from potential sources as a result of this RFI. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive or sole source contract.
2.0 DESCRIPTION
The Program Acquisition Executive Marine Corps (PAE MC) Program Manager Tactical Communications and Electromagnetic Warfare Systems (PM TCE), Electronic Warfare Systems (EWS) team is seeking industry feedback regarding a capability to perform Own Force Monitoring/Sensing (OFM/S) within the electromagnetic spectrum. The overall OFM/S capability will include multiple configurations including Own Force Monitoring at Echelon (OFM-E) and Squad Level Sensing (SLS). The Marine Corps seeks Commercial or Non-Developmental Items (NDI) that can meet Marine Corps’ operational and performance requirements. Draft documentation defining these requirements will be provided upon request. While the Marine Corps intends to provide the OFM/S capability via multiple configurations, this RFI focuses on the OFM-E.
OFM-E consists of vehicle- or command post-mounted systems that provide persistent monitoring and integration with Command Control Computer/Electromagnetic Battle Management System (EMBM), operated by Space and Propagation Engineering Officers, Spectrum Managers and communications specialists at company, battalion, and higher echelons. The OFM/S capability is designed to provide Marine Corps units with real-time awareness, passive analysis, and monitoring of their electromagnetic spectrum (EMS) signatures. OFM/S enables commanders and operators to establish baseline emissions, detect signature anomalies, identify unauthorized transmissions, and enforce active signature management (SIGMAN) and emission control (EMCON) measures across all operational echelons. By delivering actionable intelligence on friendly force emissions, the OFM/S system enhances operational security, supports signature deception, and maximizes survivability in contested and congested electromagnetic operating environments. feedback from industry on the current status of potential solutions.
This RFI is being issued to invite interested parties to submit information regarding industry
capabilities for the Government to assess the industry's capability to deliver an integrated OFME
solution, as well as collect feedback on modular or subsystem components that align with the
Sensor Open Systems Architecture (SOSA) capability. Information received in response to this
notice will directly inform ongoing requirements refinement and support the development of the
Government's overarching acquisition, contracting, and sustainment strategy.
3.0 BACKGROUND
The Marine Corps seeks a Commercial Off-The-Shelf (COTS) or Non-Developmental Item
solution that provides operational units with the ability to sense and visualize the Radio Frequency
(RF) spectrum in direct proximity to their locations. This will enable the Fleet Marine Forces
(FMF) to understand their own spectrum signature within the electromagnetic spectrum (EMS),
allowing units to detect unknown and potentially threatening signatures as well as optimize their
own signature to maneuver within the spectrum while avoiding detection where possible. This
capability will posture the Marine Air Ground Task Force (MAGTF) to provide near-real-time
analytics of technical signatures including visualizing friendly use of the EMS and support the
employment of Force Protection Conditions (FPCON) to include Emissions Control (EMCON)
procedures. This effort supports service modernization requirements and possesses improved size,
weight, and power (SWaP) attributes. The ideal solution will be a SOSA-aligned capability. The
OFM/S will leverage commercially available or non-developmental solutions in order to rapidly
meet operational requirements (i.e. TRL 8 or 9).
4.0 RESPONSE FORMAT
Responses should be prepared in accordance with the following guidelines:
• Utilizing either Word (docx, 2013 or newer) or Adobe (pdf) software.
• Times New Roman 12 (or larger) font, single-spaced, including tables, on 8.5 by 11 inches
paper.
• A font size smaller than 12 may be used in figures and drawings, but type shall be clearly
legible.
• Margins on all sides (top, bottom, left, and right) shall be at least 1 inch.
• A cover sheet that includes:
o Project title.
o Company name.
o Product name(s)
o Primary point of contact, including name, address, phone and e-mail contact
information; and
o Date of submission.
Interested parties are requested to provide an information package addressing their
approach to meeting the draft system requirements listed above, to include the following:

• Executive summary with a brief overview of their proposed approach, company background, and relevant past performance.
• Complete Specification Compliance Matrix in tabular breakdown for every requirement listed in specification.
• Your organization’s description of, and its capability to provide, an integrated solution which meets the requirements defined in this RFI. Please provide details concerning integration efforts as well as components to be used.
• A description of your device specifications, addressing each functional area under the draft system requirements.
• The technological readiness levels of all components used, and an assessment of when production models can be delivered. If additional testing is required, a detailed assessment of how long it would take to meet testing requirements following contract award.
• A detailed assessment and recommendation on any capability, which if relief were granted or deferred, could accelerate fielding of an OFM-E capability.
• How any additional features of the system noted in your response meet or exceed the objective requirements.
• Whether your solution is considered commercially available off-the shelf or a non-developmental item in accordance with FAR 2.101. If yes, provide supporting documentation (e.g., commercial price lists, non-government customer sales history, or proof of customary commercial terms)
• Production Capacity & Reliability Data: If currently in production, provide reliability data alongside current and maximum monthly manufacturing capacity (units per month), including lead time required from contract award to first unit delivery. If not currently in production, provide predicted/modeled reliability estimates, current Manufacturing Readiness Level (MRL), anticipated monthly production rate once scaled, and lead time required to transition from prototype to initial production delivery.
• Provide any test reports conducted on behalf of or by a government agency which demonstrate how your product meets testing requirements specified in the draft system requirements.
• Provided copies of certifications currently possessed (i.e. Lithium Battery, Spectrum Allocation, FCC Part 15).
• The manufacturer warranties for your offered products.
o Describe the level of Technical Data Package (TDP) rights (e.g., Unlimited, Government Purpose, Restricted) that can be provided or acquired to facilitate organic, government-led maintenance down to the lowest replaceable unit. Specifically, address your ability to deliver a Level 3 (Production Level) TDP including detailed design drawings, CAD models, and source code.
o Describe your program for managing Diminishing Manufacturing Sources and Material Shortages (DMSMS). How does your company identify, proactively mitigate, and report component obsolescence over the planned lifecycle of the system?

o What is the projected End-of-Life (EOL) and End-of-Support (EOS) timeline for the offered product configuration? What is the minimum guaranteed period for spare parts availability and software/firmware support post-delivery?
o Is specialized or proprietary test, measurement, and diagnostic equipment (TMDE) required to troubleshoot, fault-isolate, or calibrate the system? Detail the capabilities of any integrated Built-In Test (BIT) or Built-In Test Equipment (BITE), including the targeted diagnostic accuracy (e.g., percentage of faults isolated to a single line-replaceable unit).
o Detail your warranty repair execution pipeline. Does your company perform warranty repairs internally, or do you utilize external subcontractors, partnerships, or third-party depots? Please outline any potential supply chain bottlenecks or foreign-source dependencies in your repair cycle.
o Describe the level of training, documentation, and tooling required for military personnel to perform Field-Level Maintenance (organizational/intermediate) without voiding the manufacturer's warranty.
• The ability to conduct new-equipment training during initial fielding.
• Does your company (or a core teaming partner) currently hold an active prime contract on any Department of Defense, Marine Corps, or Government-Wide Acquisition Contracts (e.g., GSA, SeaPort-NxG, etc) under which this capability could be procured? List all existing single-award or multiple-award IDIQ contracts your firm holds with the USMC, Navy, or other DoD components that can be leveraged for hardware delivery, software licensing, or engineering services
• Is your company an active member of any DoD-affiliated Other Transaction (OT) Consortia capable of executing rapid prototyping or follow-on production awards under 10 U.S.C. § 4022?

Responses shall be limited to 20 pages, including slick sheets or product brochures. Proprietary information submitted, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that submissions will not be returned.
5.0 VENDOR / GOVERNMENT EXCHANGES
The Government intends to conduct an Industry Day coordinated by MilTech. Logistics and event details are currently being finalized and will be released via an amendment to this RFI. To assist the Government and MilTech in planning for capacity and format, please indicate in your RFI response whether your organization would be interested in attending this Industry Day. Note that indicating interest does not obligate your firm to attend.

6.0 NOTICE
Vendors are advised that the Government may use non-Government personnel to assist in collecting and reviewing market information and in providing technical advice to the EWS team. Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act, as amended (41 U.S.C. 423) (hereinafter referred to as “the Procurement Integrity Act” or “the Act”), and as implemented in the FAR. Supporting personnel are procurement officials within the meaning of the Act and will take all necessary action to preclude unauthorized use or disclosure of vendor’s proprietary data.
By submitting a response, a company will be deemed to understand that, and agree to, the Government allowing its support contractor, with the appropriate Non-Disclosure Agreement (NDA) in place, access to any information submitted in relation to this RFI.
