The U.S. Government will not pay for any information submitted or reimburse respondents for any costs incurred in preparing a response to this notice. Information gathered through this market research will be utilized by the Government to refine its acquisition strategy and determine the viability of a competitive future solicitation. 2. Purpose and Background DLA Energy is conducting market research to identify qualified, capable, and interested commercial sources able to furnish, transport, and deliver recurring bulk quantities of conforming diesel fuel products in support of U.S. Army and USCENTCOM forces operations at Logistics Support Area (LSA) Jenkins , Kingdom of Saudi Arabia (KSA). Site Operational and Receiving Context: Storage Configuration: LSA Jenkins currently maintains on-site bulk fuel storage consisting of two (2) 50,000 U.S. Gallon (USG) fuel bladders (bags) fully installed and ready to receive product (total capacity: 100,000 USG). Government Receiving Equipment: No additional government-furnished receiving equipment is required or provided; commercial delivery tankers must be fully capable of self-sufficient offloading into bladder storage. Operational Scope: Commercial suppliers must demonstrate the capability to source, transport, and offload conforming fuel directly into the government storage bladders while complying strictly with host nation (KSA) laws, environmental standards, safety mandates, and military installation access protocols. 3. Scope of Requirement, Specifications, and Delivery Schedule The Government is seeking sources capable of furnishing Diesel Fuel #2 (DF-2) and/or authorized DoD alternative products meeting military or recognized commercial/ASTM specifications. Delivery Location, Site Access, and Delivery Equipment Mode Delivery Location: Logistics Support Area (LSA) Jenkins, Kingdom of Saudi Arabia. Tactical GPS Coordinates: 24.2210435° N, 38.2568021° E Authorized Delivery Days and Hours: Days: Monday through Friday. Weekend Delivery Window: 0800 – 1600 hours (when authorized/coordinated). Holidays: Subject to base operating status during U.S. Federal and host nation (KSA) holidays. Required Mode of Delivery (MoD): Tank Truck with Pump and Meter (TTWP): Commercial delivery vehicles must be tank trucks equipped with operable onboard discharge pumps, calibrated fuel meters, and metered delivery ticket capability. Vendor tankers must carry adequate hose lengths (minimum 50–100 ft) and standard military-compatible camlock/dry-break adapters to connect directly to the 50,000-USG fuel bladders. Base Security, Entry Control Point (ECP), and Escort Protocols: ECP Processing: All commercial delivery trucks and drivers must enter through the designated installation Entry Control Point (ECP) for comprehensive security inspection and credential verification prior to base access. Mandatory Escort: Commercial drivers must remain with and follow designated military/government escorts from the ECP to the fuel discharge point at all times while on the installation. 5. Sourcing Constraints, Compliance, and Industry Awareness Russian-Origin Fuel Prohibition: Russian-origin fuel or petroleum products sourced from Russian refineries, companies, or intermediaries are strictly prohibited without an explicit, formal statutory waiver. Proposed supply chains must guarantee and document full chain-of-custody traceability. Host Nation (KSA) Authority to Operate and Tax Exemption: Contractors must possess valid commercial registrations, transportation permits, hazardous materials (HAZMAT) transport licenses, and environmental authorizations issued by the Kingdom of Saudi Arabia. Contractors must demonstrate the capability to coordinate with the Zakat, Tax and Customs Authority (ZATCA) to utilize applicable tax/duty exemptions covering U.S. military operations. Market Precedent: Historical regional suppliers operating within KSA include commercial sources such as Saudi Naval Support Company (SNS). Capability statements from current and prospective regional providers are encouraged. 6. Mandatory Future Solicitation Eligibility Requirements Should a formal solicitation be released, offerors must possess and demonstrate the following credentials at the time of proposal submission to be considered eligible for contract award: System for Award Management (SAM): Active registration at SAM.gov. Unique Entity Identifier (UEI): Active, registered UEI. CAGE / NCAGE Code: Valid Commercial and Government Entity code. Joint Contingency Contracting System (JCCS): Contractor must be fully registered and approved in JCCS at proposal submission. "Fully registered" means all company documentation, owner/executive vetting, and required clearances are approved without deficiency. Incomplete or pending JCCS applications will result in rejection of the proposal. 7. Requested Capability Statement and Vendor Questionnaire Interested industry respondents are requested to provide a structured capability statement answering the following: A. Corporate Profile & Eligibility Legal business name, physical headquarters address, and operating branches/yards in KSA. Primary Point of Contact (name, title, direct phone number, email address). Active UEI, CAGE/NCAGE code, and SAM.gov registration validity/expiration date. Joint Contingency Contracting System (JCCS) Vendor ID number and verification of approved status. Evidence of regulatory permits, commercial business registrations, and authority to haul bulk fuel in KSA. B. Product Sourcing, Availability, and Quality Local Availability: Confirm availability and refining capacity within KSA for DF-2 (NSN 9140-00-286-5294), Ultra-Low Sulfur Diesel DS2 (NSN 9140-01-524-0139), or SFD (NSN 9140-01-556-9156). Refinery/Terminal Points: Identify specific refinery source(s) and primary loading rack/terminal locations. Supply Commitment: Provide letters of intent, distributor agreements, or commercial verification from your upstream petroleum refiners or primary distribution terminals. Quality Documentation: Provide sample Certificates of Analysis (COA) or Certificates of Quality (COQ) verifying compliance with standard commercial/military specifications. Russian-Origin Fuel Restriction: Confirm zero Russian-origin crude or blendstock in the proposed supply line. C. Fleet Operations, Delivery Mode, and Site Execution Fleet Verification (TTWP): Confirm availability of Tank Trucks equipped with Pumps and Meters (TTWP), capable of offloading directly into 50,000-USG bladders without government pumping assistance. Equipment Specifications: Detail tanker capacities, meter calibration standards, metered ticket capabilities, discharge hose lengths/sizes, and camlock coupling types. Delivery Cadence & Lead Times: Ability to execute bi-weekly 20,000 USG deliveries. Standard ordering lead time required between order placement and delivery arrival. Emergency/surge capacity and surge lead time. Base Access & Escort Compliance: Confirm ability of drivers and vehicles to comply with strict ECP vehicle inspections, security badge vetting, and mandatory escort procedures at LSA Jenkins. D. Supply Chain Logistics & Host Nation Tax Exemption Transit Routes & Feasibility: Describe the primary and secondary road transit routes from supply terminals to LSA Jenkins (GPS: 24.2210435, 38.2568021), addressing potential bottlenecks, seasonal delays, or transit permits. Tax & Customs Coordination: Detail previous experience managing ZATCA exemptions, host-nation fuel tax waivers, and local transport clearance documentation. E. Past Performance & Regional Experience Summary of current or previous fuel delivery contracts within Saudi Arabia or the USCENTCOM Area of Responsibility (AOR) within the past three (3) years.
