AIM-120 Advanced Medium Range Air-to-Air Missile (AMRAAM) Development
CAUTION:
The Government is conducting market research to identify potential sources with the engineering data, expertise, capabilities, and experience to support continued advancement and integration of the AIM-120 Advanced Medium-Range Air-to-Air Missile (AMRAAM) system. This market research effort encompasses several key program areas essential for maintaining the technological edge, operational effectiveness, and mission readiness. The requirements addressed in this research include:
Software Improvement Program (SIP): Ongoing capability enhancements to ensure AMRAAM’s responsiveness to rapidly evolving threats, leveraging incremental improvements and continuous innovation.
Platform Integration Support: Seamless integration of AMRAAM with legacy, current, and next-generation aircraft, with a focus on software synchronization, operational testing, and support equipment maintenance.
Field-Team Test Support (FTS): Comprehensive test planning, execution, and data collection at multiple U.S. test ranges, enabling robust validation of AMRAAM performance in diverse operational environments.
Development Laboratory Management and Maintenance: Modernization and optimization of test laboratory infrastructure, data management, and asset tracking to sustain high standards of readiness and reliability.
Model and Simulation Systems: Development and maintenance of advanced modeling and simulation tools for mission analysis, platform integration, and training.
The Government does not own or have access to the data for this requirement. The Government has determined that this system is non-commercial in nature.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
The Raytheon Company (CAGE 15090) is the current sole source contractor for this effort.
Respondents are advised that participation in this survey does not guarantee inclusion in future solicitations or contract awards. The Government will not reimburse any expenses incurred as a result of participation in this survey.

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

INSTRUCTIONS:
1. The following document describes the Advanced Medium-Range Air-to-Air Missile (AMRAAM) Development requirements and includes a Contractor Capability Survey. This survey enables contractors to share information about their company’s capabilities.
2. If you wish to participate in this market research after reviewing the information below, please provide documentation supporting your company’s ability to meet these requirements. Failure to provide such documentation may prevent the government from adequately assessing your capabilities.
3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letters, etc. that demonstrates a united response to this RFI is highly encouraged but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.
b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

AIM-120 Advanced Medium Range Air-to-Air Missile (AMRAAM) Development
PURPOSE/DESCRIPTION
The AMRAAM System Program Office (SPO) is seeking industry input to inform acquisition strategies supporting the continued advancement and integration of the AIM-120 Advanced Medium-Range Air-to-Air Missile (AMRAAM) system. This market research effort encompasses several key program areas essential for maintaining the technological edge, operational effectiveness, and mission readiness. The requirements addressed in this research include:
Software Improvement Program (SIP): Deliver comprehensive support services focused on ongoing capability enhancements, ensuring AMRAAM remains agile and effective against rapidly evolving threats through incremental upgrades and sustained innovation.
Platform Integration Support: Deliver expert services to seamlessly integrate AMRAAM with legacy, current, and next-generation aircraft, emphasizing software alignment, rigorous operational testing, and proactive support equipment maintenance.
Field-Team Test Support (FTS): Offer comprehensive services for test planning, execution, and data collection across multiple U.S. test ranges, enabling robust validation and assessment of AMRAAM performance in diverse operational environments.
Development Laboratory Management and Maintenance: Deliver services encompassing modernization and optimization of test laboratory infrastructure, advanced data management, and meticulous asset tracking to uphold the highest standards of readiness and reliability.
Model and Simulation Systems: Develop services aimed at maintaining advanced modeling and simulation tools to support mission analysis, facilitate platform integration, and enhance training effectiveness.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Briefly describe your facility’s capabilities and the goods or services you provide. Include an overview of your staff composition and management structure.
2. Summarize your company’s experience with projects of similar complexity to these requirements. Include contract numbers, a short description of the work performed, the period of performance, supported agencies or organizations, and individual points of contact (such as a Contracting Officer or Program Manager).
3. Detail your company’s experience utilizing, maintaining, and repairing the equipment identified above.
4. Describe your company’s ability to generate, handle, process, and store classified materials and data.
5. Explain your company’s experience in creating technical data, engineering drawings, and manuals. Specify the software programs you use to produce these items and the formats in which you can deliver them.
6. What quality assurance processes, certifications, and test qualification practices does your company use? Provide an overview of your quality program (e.g., ISO 9001, AS9100).

3. Demonstrate your experience repairing similar Missile Systems by providing the following details for the same or similar items:
