Individual Signature Management Camouflage (IMSC) Capability

PdM SCIE is seeking information on technologies and products related to individual signature management with a focus on providing mitigation from VIS, NIR, and LWIR sensors and a secondary focus on MWIR, Radar, and SWIR. PdM SCIE is interested in a modular system of concealment solutions that are lightweight, durable, and effective across multiple spectral bands and diverse operational environments.

Specific form factors of interest include, but are not limited to:

1. Overgarment: A wearable garment designed to be worn over the standard combat uniform and equipment.
2. Hide Site: An individual, and ideally modular to allow multiple connections, shelter for personnel and equipment concealment. This solution can also be multifunctional, for example also acting as a wearable poncho.
3. Headcover: A solution for concealing the head and shoulders area. This can be included or separate from overgarment solutions.
4. Hasty Solution: A lightweight, rapidly deployable concealment system, such as a half-ghillie/assaulters ghillie or pop-up blind, for temporary positions or quick on-the-move concealment.
5. Extremity Concealment: Solutions for concealing hands, feet, and weapon systems.
6. Exposed Skin: Solution for exposed skin; optional depending on capabilities and combination of solutions.

Specific environments of interest include:

1. Arid/Desert
2. Woodland/Jungle
3. Arctic/Extreme Cold

While each form factor and intended environment may require unique performance characteristics, PdM SCIE is looking for solutions that meet these general requirements:

• Reduce probability of detection from ground and areal VIS, IR, and radar sensors. The focus should be integrating these capabilities into one technology if possible.
• Conform to existing developed target specifications on NIR & SWIR. Values can be provided with a signed NDA by emailing the POC’s listed in Section 6.0.
• Be easy to don and doff (if applicable) and not hinder Soldiers’ movement during operations.
• Be compatible with a standard fighting combat load and be fully interoperable with existing equipment. Soldiers must have a way to easily access their necessary equipment while wearing the developed kit. If they are not wearing it, they must have an easy way to carry and access it.
• Be durable through a deployment cycle and field reparable to snags or cuts.
• Be effective in a minimum of 1 operationally relevant environment (woodland/jungle, arctic/snow, and/or desert/arid).
• Not have a meaningful or degrading impact on soldier load. Any additional weight added to the soldier load must have an offset in capabilities/performance.
• Not give off audible signature that would hinder Soldiers performance/situational awareness or lead to Soldier detection.
• Be able to dry quickly as to not negatively impact signature.
• Be comfortable and breathable. The capability shall not create a negative physiological burden that detrimentally impacts Soldier performance, mobility, communication, reaction time, etc. Negative impacts on physiological burden must be greatly offset by capabilities in reducing Soldier detection.
• Consider the training necessary for Solider use along with Tactics, Techniques, and Procedures (TTPs) for best employment.
• Consider and address more holistic camouflage capabilities necessary for future threats including, but not limited to, Aided Target Recognition (AiTR), ultraviolet (UV) sensors, light detection and ranging (LiDAR), and hyperspectral imaging.

REQUESTED INFORMATION

Interested parties are requested to provide a white paper response that addresses the following areas in detail. Additionally, vendors are encouraged to utilize the 'Attachment 1 - Technical Data Matrix' (Excel format) to summarize the technical and cost specifications of each submitted capability."

A. Company Information

1. Company Name, Address, Website, and Point of Contact (Name, Title, Phone, Email).
2. CAGE Code and Unique Identity Number (UEI).
3. Business Size and Socioeconomic Status (e.g., Small Business, Veteran-Owned, etc.).
4. A brief company background, highlighting relevant experience in developing and manufacturing signature management materials or products for military application.
5. A statement confirming the company's ability to comply with the Berry Amendment (10 U.S.C. 2533a).
   • If the product(s) are not Berry Compliant, please submit information regarding timeline or potential capabilities to become Berry Compliant.

B. Capabilities and Technical Specifications

1. Provide a detailed description of product offerings that meet the form factors listed in Section 3.0.
2. Camouflage & Environment: Describe the camouflage pattern(s) available. Discuss if the technology is "pattern agnostic" and what operational environment(s) the solution is optimized for (e.g., woodland, desert, arctic) as listed in Section 3.0.
3. For each product, provide technical specifications, including:
   • Signature Management Performance: Provide any available, unclassified data on the performance of product materials/systems across the electromagnetic spectrum (e.g., VIS, NIR, SWIR, MWIR, LWIR, etc). Provide data on Radar performance if applicable. Please specify test methods used.
   • Physical Properties: Provide data on key characteristics, including but not limited to item weight and/or material weight (oz/sq. yd.), tensile strength, tear strength, water resistance, air perm, colorfastness, Moisture Vapor Transmission Rate (MVTR), and drying rate. Please cite the test methods used (e.g., ASTM, AATCC).
   • Size characteristics: Provide information on the sizes or length/width offered in each capability, weight of end item, and/or packed volume/dimensions of end item.
   • Provide a Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL) for each submitted capability.
   • TTPs & Training: Provide any information on TTPs and training that is unique or ensures a more successful employment of the product(s) in a field environment. This can be in the form of a card, a PPT deck, or a description of vendor given training to Soldiers, etc.  

C. Manufacturing and Cost

1. Production Capacity: Detail the current monthly and annual production capacity for each item described.
2. Scalability: Describe the company’s ability to scale up manufacturing to meet larger procurement quantities.
3. Cost:
   • Provide a Rough Order of Magnitude (ROM) price for each individual item.
   • Provide estimated pricing and discuss potential for economies of scale for annual procurements of 5,000, 10,000, and 20,000 units.

D. Product Demonstration Model (PDM) (Optional)

1. Submission:
   • Submission of Product Demonstration Models (PDMs) is optional and is not a prerequisite for a complete RFI response. Submitted PDMs will be used by PdM SCIE for internal spectral evaluation and provided to active-duty Subject Matter Experts (SMEs) for hands-on assessment/field demonstrations.
2. Submission Guidelines:
   • Quantity: Vendors may submit one (1) to three (3) PDMs for each capability form factor (e.g., Overgarment, Hide Site) detailed in their white paper.
   • Variation: Submissions may include models in identical or varying camouflage patterns, as applicable to the capability.
   • Cost: All costs associated with the PDMs, including shipping, are the sole responsibility of the vendor. PDMs are to be provided at no cost to the Government.
   • Disposition: All PDMs submitted in response to this RFI will become Government property and will not be returned.
3. Shipping and Labeling Instructions:

To ensure proper identification and handling, all PDM submissions must adhere to the following:

Response to this RFI is voluntary. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.
