The Technical Narrative shall not consist of a restatement or copy of the SOW. By submitting a quotation, the Quoter affirms its ability to perform all requirements of this solicitation. Technical Acceptability Criteria: To be determined technically acceptable, the following must be clearly addressed and met in the written quote/submittal: Specification Compliance The quoted replacement burner and all specified components/devices must be: Webster model HDSXC-105C-9V-750 or VA-approved equivalent, and meet all capacity, configuration, and performance requirements in the Statement of Work (SOW). All field devices, components, and materials proposed must be new and comply with the VA s SOW and referenced attachments. Experience and Qualifications The vendor must demonstrate experience in installation/replacement of industrial or institutional boilers and burners provide proof that they are an approved certified installer of Webster burners for a minimum of ten (10) years. Personnel proposed must have appropriate licenses or certifications required by NY State/local law. Welders qualifications must comply with the requirements in attached VA Specification Section 23 21 11 From VA Spec Section 23 21 11: 1. Welding Qualifications: Before any welding is performed, contractor shall submit a certificate certifying that welders comply with the following requirements: Qualify welding processes and operators for piping according to ASME BPVC Section IX, AWS Z49.1 and AWS B2.1/B2.1M. Comply with provisions in ASME B31.9. Certify that each welder and welding operator has passed AWS qualification tests for welding processes involved and that certification is current and recent. Submit documentation to the COR. All welds shall be stamped according to the provisions of the American Welding Society. 2. ASME Compliance: Comply with ASME B31.9for materials, products, and installation. Safety valves and pressure vessels shall bear appropriate ASME labels. Work Plan and Schedule Provide a summary work plan and schedule showing major tasks (removal, installation, integration, testing, training, ancillary work such as refractory and piping, and delivery of documentation). Warranty Proposed warranty information must be included for equipment and workmanship (minimum one (1) year preferred). Training and Documentation State intent to provide brief training on new systems to VA staff, and to deliver O&M manuals and test/commissioning reports as outlined in the SOW. Evaluation Method: All submissions will first be reviewed for compliance with solicitation instructions and minimum requirements, including completion of all required forms and provision of requested documentation. Each proposal will be evaluated against the technical factors defined in the solicitation (e.g., Technical Approach, Experience & Qualifications, Project Schedule, Warranty/Training). The Government will assess the degree to which the proposal demonstrates a clear understanding of the requirements and a sound, feasible approach. Comparative evaluation may be conducted. Proposals that are technically acceptable will be compared to one another to identify which represents the best overall value to the Government, considering both price and non-price factors. VOLUME 2 FACTOR 2: PAST PERFORMANCE Quoters shall submit two (2) relevant and recent past performance references of different contracts and/or projects that occurred in the public or private sector. Relevant past performance is defined as performance that is the same or similar in scope to the services being sought. Recent past performance is defined as performance that is occurring or ended within the last ten (10) years. The Quoter shall provide a Past Performance Questionnaire to two (2) customer references. Each reference shall independently complete, sign, and date the questionnaire. Completed questionnaires shall be emailed directly by the reference to the Contract Specialist, Natalie Acevedo, Natalie.Acevedo@va.gov no later than the quotation due date. VOLUME 3 FACTOR 3: PRICE Quoters shall provide a complete Price/Cost schedule to be considered for award. If there is no cost for a CLIN, enter $0.00 as the unit cost. Offers that do not include pricing for all CLINs will be considered incomplete and removed from any further consideration. Quoters shall ensure that all pricing is calculated accurately. Any errors in pricing calculations may result in rejection of the offer or require correction at no additional cost to the Government.
