Life Safety Assessment Survey Building 100 and Building 1 Pipe Basement
(i) This is a combined synopsis/solicitation for a commercial service Fire Protection Code Life Safety Assessment of Building 100 and the Building 1 Pipe Basement at James A. Haley Veterans' Hospital (JAHVH) prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.202, "Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
(ii) The solicitation number is 36C24826Q0937 and is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026.
(iv) This solicitation is issued as Full and Open Competition (Open Market) no small business set-aside applies, with associated NAICS code 541350 Building Inspection Services, with a small business size standard of $11.5 Million. The FSC/PSC is H342 Inspection: Fire Control and Rescue Equipment.
This solicitation will use Comparative Evaluation in accordance with FAR 13.106-2(b)(3). Award will be made to the offeror determined to be technically acceptable, price reasonable, and representing the best value to the Government. All eligible, responsible offerors may submit quotes.
Responses shall be submitted on an all-or-none basis; no partial submissions will be accepted. Quotes must remain valid for 90 calendar days from the date of submission. All offerors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov at the time quotes are due, with registration complete and free of missing elements (including representations and certifications).

(vi) JAHVH is seeking a qualified, independent third-party Fire Protection Engineer (or team of Fire Protection Engineers), not associated with the design team for the New Bed Tower project, to conduct a complete Life Safety Assessment of Building 100 (all levels) and the Building 1 Pipe Basement, verifying compliance with the applicable edition of NFPA 101 and related referenced codes, identifying discrepancies between existing Life Safety Drawings and actual field conditions, and producing a written deficiency report referencing applicable code standards. Full requirements, technical scope, deliverables, and the Quality Assurance Surveillance Plan (QASP) are set forth in the attached Performance Work Statement (PWS).

(viii) The following solicitation provisions apply to this acquisition:
1. FAR 52.212-1, "Instructions to Offerors Commercial Products and Commercial Services" (current clause date per FAC 2026-01)
(ix) Offerors are advised to complete annual representations and certifications electronically via the System for Award Management (SAM) website at https://www.sam.gov in accordance with FAR 52.212-3, "Offeror Representations and Certifications Commercial Products and Commercial Services." If paragraph (j) of the provision is applicable and not otherwise available via SAM.gov, a written submission is required with the quote.
Unique Entity Identifier (UEI). Applies to all quotes exceeding the micro-purchase threshold (currently $10,000, subject to change verify current threshold), and to quotes at or below that threshold if this solicitation requires SAM registration. The quoter must enter its UEI, and Electronic Funds Transfer (EFT) indicator if applicable, in the block with its name and address on the cover page of its quote (see FAR Subpart 32.11). Quoters without a UEI should contact the entity designated at www.sam.gov to obtain one prior to quote submission.

Prohibition on Contracting with Entities Engaging in Certain Activities Relating to Iran Representation and Certifications
(x) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, is most advantageous to the Government, price and other factors considered. The following evaluation approach and factors apply:
Evaluation Approach: The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2(b)(3); quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to select a quotation other than the lowest-priced quotation if it provides additional benefit(s) to the Government, but is not required to do so. Each response must meet the minimum requirements of the solicitation and the PWS. The Government is not requesting or accepting alternate quotations.
Technical Acceptability Evaluated as Acceptable or Unacceptable based on:
a. Technical and Management Approach Quoters shall submit a technical approach demonstrating a thorough understanding of the requirements of the PWS, including the proposed methodology for conducting the on-site survey of Building 100 and the Building 1 Pipe Basement, sequencing, and approach to identifying and documenting NFPA code deficiencies. No page limit applies.
b. Contractor/Personnel Qualifications Quoters shall provide evidence that the proposed Fire Protection Engineer(s) hold current, valid Fire Protection Engineer certification and possess a minimum of 10 years' experience designing and/or assessing healthcare facilities, per the PWS "Requirements" and "Contractor Experience Requirements" sections. Quoters shall also demonstrate the company's past performance/experience in healthcare-facility life safety assessments.
Past Performance The Government will assess the relative risk associated with the quoter's likelihood of successful performance based on the Contracting Officer's knowledge of and previous experience with the service, customer surveys, past performance questionnaires, the Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/, or other reasonable basis. A quoter with no CPARS record will receive a neutral rating (neither favorable nor unfavorable).
Price Price shall be submitted on the quoter's own form as a firm-fixed price for the total assessment (Item 0001), inclusive of all labor, travel, reporting, and deliverables described in the PWS. The Total Evaluated Price will be the sum of all line items quoted.
(xi) FAR 52.212-4, "Contract Terms and Conditions Commercial Products and Commercial Services" applies to this acquisition. No addenda clauses beyond those listed in Section (xii) below are incorporated.

The Government reserves the right to make no award if no quote meets the requirements of this solicitation.
SUBMISSION OF QUOTES. Quotes shall be submitted as one combined PDF document, at or before the exact date/time specified below, by email to the Point of Contact listed below, to include:
A quote on company letterhead, submitted on the vendor's own form, including all required attachments.
Contractor Name, UEI#, address, and point(s) of contact (name, phone, email).
Evidence of Fire Protection Engineer certification(s) and resume(s)/qualifications demonstrating 10+ years' relevant experience for all personnel proposed to perform the assessment.
A firm-fixed price for the total scope of work described in the PWS, inclusive of all travel and reporting costs.
To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoters shall list exception(s) and rationale, if any.
There are no additional contract requirements, terms, or conditions beyond those stated herein.
