THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notification that the Department of the Air Force (DAF) intends to solicit and award a sole-source, Blanket Purchase Agreement (BPA) to Stratasys, Inc. (CAGE: 1GKB4), under the authority of 10 USC 2304(c)(1). The ordering period is for up to five (5) years, consisting of one (1) 12-month base period and four (4) 12-month option periods, with annual reviews in place for performance standards. This sole source acquisition is being conducted under RFO 6.103-1, which the proposed action is justified because there is only one responsible source (the OEM) capable of meeting the Government's unique requirements as outlined in U.S. Air Force Technical Order 34A-1-1 and U.S. Air Force Technical Order 34A-3-1.
The proposed action is to establish a centralized BPA for fleet management, service contract maintenance, with OEM replacement parts for the globally distributed fleet of Government-owned Stratasys additive manufacturing systems (to include the Fortus 450mc and Fortus F900 platforms). To be considered a responsible source for this effort, a potential contractor must be fully qualified and certified by Stratasys, Inc. to provide certified service coverage and source genuine OEM parts; while successfully managing the U.S. Air Force's worldwide fleet. Furthermore, these systems produce flight hardware subject to military airworthiness configuration controls; in accordance with applicable USAF Technical Orders mentioned above, any selected reseller/contractor must be certified by the OEM to perform interventions so as not to void machine calibration or flight-certification of printed assets.
The contractor(s) capable of meeting these certified requirements are the only known responsible sources for the subject effort, possessing the verified capability and direct OEM authorization required to support the USAF's worldwide fleet. A solicitation will not be posted. Based on previous market research conducted, the Government intends to proceed with this sole source action. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Any such responses must be in writing and include technical capability information, which shall demonstrate the contractor’s verifiable proof of direct OEM certification/qualification from Stratasys, Inc., and full compliance with USAF Technical Order requirements above prohibiting unauthorized, non-certified intervention on U.S. Air Force assets. The Government will not pay for information submitted.
This notice of intent is not a request for competitive proposals. Interest in this proposed action is to be received no later than 15 calendar days from the posting date of this notice to SAM.gov. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
