NOTICE OF INTENT TO SOLICIT A SOLE-SOURCE

Description: The 17th Contracting Squadron/PKB intends to solicit a sole source firm fixed-price contract for a requirement that is to procure water and sewer utility services at Goodfellow AFB and Goodfellow Recreation Camp (RECCAMP) at Lake Nasworthy.

CLIN 0002 – Water/Sewer Services – Provide sewer services to Goodfellow AFB and Goodfellow RECCAMP at point of delivery: Point #1 – West side of the base on Christoval Road; Point #2 – La Salle Drive and Ft Richardson Ave; Point #3 – Penrose and Ft McKavitt

Justification: This acquisition will be awarded as a sole-source, firm-fixed-price contract to the City of San Angelo. As a municipality governed by local ordinance, the City of San Angelo is the sole source available to provide safe, potable water and sewer utility services to Goodfellow AFB and the Goodfellow Recreation Camp (RECCAMP) at Lake Nasworthy. The City of San Angelo owns, operates, and maintains all water and wastewater utility lines in the region, including the infrastructure servicing these federal installations. Consequently, no other provider possesses the necessary utility infrastructure or authority to fulfill this requirement. Please refer to Attachment 1 – Sole Source Justification for additional details.

The Government is not aware of any other vendors that are authorized to provide water and sewer services to Goodfellow AFB and the Goodfellow RECCAMP without compromising the required criteria cited in the sole source justification letter.

The Government intends to acquire this requirement under the guidelines of RFO Parts 6 and 41. The Government intends to solicit and negotiate directly with the City of San Angelo in accordance with RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements, (a) Authority, (1) Citations: 10 U.S.C. 3204(a)(1).

This is not a solicitation for competitive quotes. However, if any interested party that can provide this service without compromising the required criteria, you may submit a statement of capabilities that may be considered by the 17th Contracting Squadron.

A statement of capabilities must include the details of water and sewer utility services it can provide to include the meter information at Goodfellow AFB and Goodfellow Recreation Camp. These requirements shall be received by 1300 (CDT) on 27 July 2026. A determination by the Government not to compete this proposed requirement is based upon responses to this notice, and it is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

The capability statement, a price list, meter numbers and any other information furnished must be provided via email and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
