Q&A

Question 1. Gate Configuration: PWS Paragraph 5.1 identifies two 20-foot manual sliding security gates, while Paragraph 5.1.5 references “swing clearance.” Please confirm whether the required gates are manual sliding gates, swing gates, or another configuration.

Answer 1. Manual sliding gates

Question 2. Field Measurements / Site Access: The PWS requires the contractor to verify all measurements prior to submitting a quotation. Will the Government conduct a scheduled site visit or otherwise provide access to Load Line 6 for prospective contractors to perform the required field verification before the quotation due date?

Answer 2. Can either have a scheduled site visit day or be available when needed by appointment with prospective contactors, although until clearing is complete not much to see.

Question 3. Fence Alignment / Drawings: Are drawings, site plans, maps, or other documents available identifying the exact proposed fence alignment and locations of the two 20-foot gates?

Answer 3. Fence Alignment drawing was provided (also see attached here, once clearing is complete, BDE 12T assets will be used to layout alignment.

Question 4. Completion Schedule: The PWS states a six-month period of performance from contract award; however, the solicitation instructions require a proposed schedule demonstrating completion prior to December 1, 2026. Please confirm whether December 1, 2026 is the mandatory completion deadline or whether the contractor will receive six months from the date of award.

Answer 4. Complete prior to December 1 is preferred, also cant start until after clearing is complete in late September / October

Question 5. Underground Utilities: The PWS directs the contractor to coordinate with CJAG Department of Public Works to locate and mark underground utilities. Will CJAG/DPW perform the utility locating and marking at no cost to the contractor, or should the contractor include any associated utility-locate costs in its quotation?

Answer 5. no active utilities in the area

Question 6. Permits: Are any local, state, installation, excavation, or construction permits required for this project? If so, please identify which permits the contractor is responsible for obtaining and paying for.

Answer 5. This project is covered under the C-JAG Storm Water Construction Permit and the contractor will have to attend a brief training on the SWP3, submit a co-permittee NOI, sign a Contractor certification form, install additional sediment and erosion controls if necessary, comply with fueling requirements and spill kits, comply with concrete outwash, level ruts, prepare seed bed, and seed and straw all bare earth areas they create.

Question 7. Site Conditions / Clearing: Can the Government provide additional information or photographs showing the existing conditions along the approximately 3,850-linear-foot fence alignment, particularly the amount of brush, vegetation, grading, or other site preparation anticipated within the required 10-foot-wide clearing corridor?

Answer 7. A site visit is authorized

Question 8. Excess Soil / Disposal: May excess soil generated from the post-hole excavation be spread or relocated on Government property at a location designated by the COR, or must all excess soil be removed from Camp James A. Garfield and disposed of off-site?

Answer 8. Soil can be spread in the clear zone and a seed bed prepared and all bare earth areas seeded with a C-JAG approved turf grass mix and mulched with 2” to 3” of straw cover.

Question 9. Installation Access: Is there an anticipated processing timeframe for contractor and subcontractor personnel to obtain installation access/background-check approval? Additionally, are there any vehicle, equipment, escort, or badging requirements bidders should account for when developing their pricing and schedule?

Answer 9. An access roster will be provided, valid drivers license or photo ID must be present at all times.

Question 10. Wage Requirements: Please confirm whether a Davis-Bacon Act wage determination or any other prevailing-wage requirement applies to this construction requirement. If applicable, please provide or identify the applicable wage determination.

Answer 10.  Yes Davis-Bacon Act applies.

Question 11. Gate Hardware: Please confirm whether there are any specific requirements for gate latches, locking hardware, rollers/tracks, stops, drop rods, or other gate hardware beyond the requirements currently contained in the PWS and applicable UFS/UFC criteria.

Answer 11. There are no additional hardware requirements besides those contained in the PWS and UFS.

Question 12. Government-Furnished Information: Are there any additional drawings, specifications, site photographs, utility information, or technical documents that will be provided by amendment before quotations are due?

Answer 12. No

Question 13. What is the Height of the fence?

Answer 13. The fence height is 8 feet, with a minimum of 7 feet of fabric plus the top guard outrigger and barbed wire.

Question 14. Is the contractor to install a slide gate or swing gate?

Answer 14. Slide Gate

Question 15. Are the fence and footers to be removed by installation contractor?

Answer 15.  Old fence will be removed prior to start of work.

Question 16. Can the footers and fence be left on site?

Answer 16. No

Question 17. Does the fence need to be grounded? If so, how often does it need to be grounded?

Answer 17. Grounding is not required for this project.

Question 18. What your spec on FE-6, we want to make sure we don’t have tension wire, rods, barbed wire on the inside and outside ect.

Answer 18. Not sure what the question is.

Question 19. Confirm which specific portions of the project require integrated intrusion detection systems (sensored) versus standard perimeter fencing (non-sensored) to select the correct detail (FEN-03 vs. FEN-04).

Answer 19. There will be no intrusion detection systems on the fence.

Question 20. Review Hardware: High-security specifications (ASTM F626) mandate specific fittings, tension bands, and tie wires. Ensure your material take-off accounts for these high-security grade accessories rather than standard commercial hardware.

Answer 20. Not high security specs

Question 21. Confirm Gate Requirements: Refer to the FEN-09 detail specifically for any swing or cantilever gates, as these have distinct framing, post size (often 4-inch or 6 5/8-inch OD depending on width), and bracing requirements compared to the main fence line.
