In accordance with (IAW) RFO FAR 19.104-1 “Total Small Business Set-Asides” paragraph (a) A “set-aside for small business” is the limiting of an acquisition exclusively for participation by small business concerns. The Government will evaluate quotes using the Comparative Evaluation process outlined in RFO FAR 12.203(c)(2). Under this process, quotes will be compared directly to one another to determine which provides the best overall benefit.
The Government reserves the right to select a quote that exceeds the minimum requirements of the solicitation and represents a superior technical value, even if it is at a higher price than the lowest-priced quote.
The following factors will be used to evaluate quotes:
1. Technical Capability (Non-Binary Comparative Factor): Quotes will be evaluated on the quality of the proposed technical approach, the feasibility of the work plan, and the qualifications of proposed personnel to meet the requirements in the Statement of Work (SOW). The Government will look for technical superiority or added value features that exceed the minimum SOW requirements.
