1. General Information

1.1       Introduction

This Area of Interest (AoI) is issued utilizing the ACC‑DTA Commercial Solutions Opening (CSO) W912CH-25-S-C001, Amendment 01. U.S. Army Tank-automotive and Armaments Command (TACOM) seeks proposals for support services for a robust project to involve the command workforce in collecting and digitally preserving oral histories and imagery, and to deliver an archive of collected oral histories and imagery along with a product or products that are derived from oral histories and imagery, commemorating the 60th year of the organization. This procurement requires the contractor to provide a solution supporting the headquarters (Warren, MI) and all major industrial sites (Anniston, AL; Rock Island, IL; Texarkana, TX; Herlong, CA; Watervliet, NY), with options for participation by members of the workforce at lower density sites (Lima, OH; Natick, MA; Edgewood, MD; Philadelphia, PA; Fort Lee; Fort Jackson; Fort Benning; Fort Leonard Wood), and in extended locations (i.e., deployed or permanently stationed at Army installations outside the continental U.S.). Offerors must provide a detailed narrative demonstrating their organizational capacity and a proven record of delivering effective, efficient services comparable in scope of this requirement. The narrative must include specific examples of service delivery models, internal quality control measures, and a summary of historical performance metrics achieved for clients of comparable size, complexity and specialty.

This CSO AoI seeks innovative commercial solutions that meet the objectives detailed in Section 1.2 and 1.3, below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term innovative is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements; to close capability gaps or provide potential innovative technological advancements; and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated.

ACC-DTA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-DTA reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-DTA Commercial Solutions Opening W912CH-25-S-C001, dated 10 July 2025. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-807, and Class Deviation 2022-O0007. 

1.2       AoI Background

TACOM’s mission is to deliver materiel readiness and solutions to execute precision sustainment of ground systems for the U.S. Army and the nation. TACOM is a resilient, innovative team that moves at pace and with urgency to generate readiness and solve problems for the Army. TACOM requires support services to collect, preserve, archive, and use oral histories and imagery to commemorate the 60th year of the organization. The period of performance is one (1) twelve-month base year with a six (6) month extension option under FAR 52.217-8.

1.3       Identify AoI Solution

The proposed solution shall provide comprehensive capabilities, to include: all personnel, travel, equipment, tools, facilities, materials, supervision, supplies, and non-personal services necessary to schedule, facilitate, audio record, transcribe, and archivally preserve oral history conversations between members of the workforce who know each other (e.g., current, past, any combination).  Solutions shall: i) include every major TACOM location and provide options for workforce participation from lower density and extended sites; ii) provide innovative solutions to extend opportunities to every member of the workforce; and iii) reach a maximum number or percentage of the workforce population while representing all ranks, grades, types of work, and generations.  Proposed solutions shall include meeting with command representatives to develop project vision and focus, and to identify and address challenges and opportunities.  Proposals shall also include the offeror’s capabilities to develop and deliver workshops and curriculum to train command personnel to collect oral history conversations  Proposals shall also include the offeror’s capabilities to collect and archivally preserve imagery of and from oral history narrators as well as the broader workforce, with an aim to maximize participation (collected imagery may include formal command portraits of narrators and the broader workforce, informal portraits, or relevant imagery or other content submitted by members of the workforce).  Lastly, proposals shall describe capabilities to develop and deliver a derivative product or products available to the entire workforce, commemorating the workforce and the command in its 60th year (such products may be digital exhibits featuring collected audio and imagery, an online archive, a traditional print yearbook, or other innovative solutions).

To assist with budgetary packaging, offerors shall provide a non-binding Rough Order of Magnitude (ROM) for the total estimated cost of this project, including the twelve-month base year and the twelve-month option year. This information will be used for packaging purposes only and does not constitute a formal pricing proposal.

A written solution must be sent via e-mail submission by 5:00 P.M. (EDT/EST) 23 September 2026 with subject line stating TACOM Archival and Volunteer Program Management for AoI 012 TACOM to Point of Contacts (POC) listed below. Solutions received after the specified due date and time will be discarded and will not be evaluated by the Government.
