1.0 DESCRIPTION
This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.
Solicitation No. 75N98026Q01226 is issued as a Request for Quotation (RFQ) for Promega assay reagents to support Complement-ARIE mechanistic toxicology research.
The Government intends to award a purchase order on a sole-source basis to Promega Corporation based on the Government's determination that Promega Corporation is the only source identified as capable of satisfying the Government's requirements. However, all responsible sources may submit a quotation that demonstrates their ability to satisfy the complete requirements identified in this RFQ and the attached requirements document. All timely quotations will be considered by the Government.
This RFQ is being posted to the Governmentwide Point of Entry (GPE) in accordance with RFO FAR 5.201. This acquisition will be conducted in accordance with RFO FAR Part 12 – Acquisition of Commercial Products and Commercial Services, using the simplified procedures at RFO FAR 12.201-1.
The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Institute of Environmental Health Sciences (NIEHS), intends to procure, on a sole source basis, Promega assay reagents from the manufacturer, Promega Corporation, 2800 Woods Hollow Road, Madison, Wisconsin 53711.
The Promega assay reagents are required to support Complement-ARIE research conducted by the National Center for Advancing Translational Sciences (NCATS) and NIEHS through the Mechanistic Toxicology Branch (MTB) within the Division of Translational Toxicology (DTT). The reagents will be used to assess cell viability, liver injury, liver function, oxidative stress, antioxidant responses, and cellular bioenergetics in human three-dimensional microphysiological systems and will complement cell painting and omics endpoints. Continued use of the specified assay reagents is necessary to support the established experimental approach, maintain consistency and comparability of research results, and provide the required sensitivity for evaluating toxicity responses in small three-dimensional microtissue models.
Due to the specialized nature of the Complement-ARIE research and the Government’s requirement for the specific combination of assay reagents, luminescence/chemiluminescence-based detection, toxicological endpoints, and compatibility with the established experimental approach, the Government intends to procure these supplies on a sole-source basis from Promega Corporation. Promega Corporation manufactures the assay reagents identified in the Government’s requirement and, based on the market research conducted, is the only source identified that can satisfy the Government’s requirements. The Government has determined that these requirements are necessary to support the established research methodology, maintain comparability and reproducibility of results, and enable integration of the assay results with existing cell painting and omics-based analyses.
The contractor shall provide the Promega assay reagents identified in the Government’s requirement and associated quotation. The reagents shall support measurement of cell viability, liver injury, liver function, oxidative stress, antioxidant responses, and cellular bioenergetics in human three-dimensional microphysiological systems. The contractor shall deliver the required supplies to NIEHS in Rall Building 101, laboratories E144-146, located at 111 T.W. Alexander Drive, Research Triangle Park, North Carolina 27709. Acceptance will be demonstrated by successful delivery and the successful performance of the specified assays within the NIEHS laboratory. There is no travel for this purchase.

2.0 UNIQUE QUALIFICATIONS OF THE CONTRACTOR
The proposed contractor, Promega Corporation, is the manufacturer of the required assay reagents for the Complement-ARIE research conducted by NCATS and NIEHS. The required supplies involve specialized assay reagents designed to measure cell viability, liver injury, liver function, oxidative stress, antioxidant responses, and cellular bioenergetics in human three-dimensional microphysiological systems. The requested reagents also provide luminescence/chemiluminescence-based detection and are intended to complement established cell-painting and omics-based endpoints.
The Promega assay reagents are specialized research products that are required to support the Government’s established experimental approach for evaluating toxicity-induced liver injury and associated cellular responses in human three-dimensional microphysiological systems. Due to the specific combination of required toxicological endpoints, detection technology, and compatibility with the established Complement-ARIE research methodology, use of an alternate source could require modifications to the experimental design and methodologies, affect assay sensitivity, and reduce the comparability and reproducibility of results across the research program. Accordingly, Promega Corporation is the only identified responsible source capable of providing the complete combination of assay reagents required to meet the Government’s scientific and technical requirements while maintaining the established experimental approach.
BASIS FOR AWARD
The Government intends to issue a firm-fixed-price purchase order to Promega Corporation. However, all timely quotations received will be considered. To be considered for award, a quotation must demonstrate that the products offered satisfy all the Government's scientific and technical requirements identified in this RFQ and the attached requirements document. Award will be made to the responsible quoter whose quotation satisfies the Government's requirements and whose price is determined fair and reasonable.
RESPONSE INSTRUCTIONS
The response and any other information furnished must be in writing and must contain material in sufficient detail to allow the Office of Acquisition and Logistics Management (OALM) to determine whether the respondent can fulfill the requirement. Quotations shall identify the products being offered, manufacturer and part numbers, quantities, unit and total prices, delivery schedule, and sufficient technical information to demonstrate that the products offered satisfy all of the Government's scientific and technical requirements identified in the attached requirements document.
