AMARG - Paint, Coatings and Sealants

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation FA4877-26-Q-A216 is issued as a Request for Quotation (RFQ) for establishment of at least no more than two Blanket Purchase Agreements (BPAs) for repetitive orders of various paints, coatings, and sealants.

This acquisition is a total set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(ii)  The Government intends to award a Firm Fixed-Price Contract for the following commercial products:

(iii)  The contract shall provide various products as identified on the Product List manufactured to identified Military Specification (MIL-SPEC) and Technical Orders (T.O.).

(iv)  The delivery shall occur as requested within each order. All items shall be delivered to the

309th Aerospace Maintenance and Regeneration Group (AMARG) located at Davis-Monthan AFB in Tucson, Arizona  – FOB DESTINATION to zip code 85707.

(v) RFO 52.212-1 Instructions to Offerors -- Commercial Products and Commercial Services  is hereby incorporated by reference, with the same force and effect as if it were given in full text.

RFO 52.212-2 Evaluation – Commercial Products and Commercial Services is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda:

              (a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

                    Technical Capability - defined and referred to within this solicitation document as the offeror’s capability to provide the identified products conforming to MIL-SPEC and T.O. supported by technical data sheet for all products offered. Ability to meet Chain of Custody delivery requirements must be supported as well.

                   Lead Time – defined as offeror’s stated ability to provide all products requested on or before the timeline specified within each call order to include meeting Just-In-Time delivery.

                   Price – price will be evaluated for Fair & Reasonableness in establishing BPAs. Additional consideration of price will happen at the order level to determine best value when awarding call orders.

Offeror Questions shall be submitted to Patricia Murray via e-mail on Wednesday, 23 Sep 2026 by 8:00 AM Arizona Time.

Quotes are due on Friday, 25 Sep 2026 by 1:00 PM Arizona Time.  Quotes shall include the following:

1. Part 1- Technical Acceptability - Submit one (1) copy of Technical Data Specification Sheet for each Line Item offered
2. Part 2- Price – Submit one (1) completed, signed copy of Attachment 2 – Products List with pricing provided. Quantity discounts should be identified as well.
3. Part 3- Representations And Certifications (Reps/Certs) – Submit IAW para (x) above
