The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates solicitation of a Two-Phase Design-Build (DB) construction services requirement to be performed in support of the Defense Distribution Depot San Joaquine (DDJC), Tracy, CA.
Project Description: The contractor will be required to provide all labor, material, equipment, and supervision to design, supply, and replace/combine the existing fire alarm controls (Gamewell), mass notification/voice evacuation (Federal Signal), and radio transceiver (King Fisher) into one panel for each building/warehouse (~49 each). Contractor will also replace the existing central receiving system in the Central Dispatch (Building 235) to receive signal from the new panels, including a backup receiving system in Building 100.
The offerors will have the opportunity to design an integrated system ensuring all equipment is compatible. The bidders are free to determine whatever system they would like to use and the extent of any cannibalization of the existing equipment or whether they would like to replace all equipment currently installed.
The primary requirement of this project is to ensure interoperability between all systems. In the case of necessary servicing and upgrades, the Tracy Army Depot would prefer to have one system serviced instead of three, ensuring that all updates to any of the individual systems or functions are coordinated and compatible.
All contractor and subcontractor personnel performing work under this contract must be citizens of the United States. U.S. citizenship is a prerequisite for obtaining the required Department of War (DoW) personnel security clearances. The contractor shall be responsible for ensuring all personnel comply with this requirement and all applicable federal security regulations.
The Government intends to use a Two-Phase DB selection process. In Phase-One, the Government will issue a Phase-One solicitation to evaluate technical qualifications and identify the most highly qualified offerors. Price of cost will not be evaluated in Phase-One. In Phase-Two, only the shortlisted offerors (up to three) will be invited to submit a detailed technical and price proposal in response to a Request for Proposal (RFP). The Government intends to award a Firm-Fixed Price (FFP) contract based on a Best Value Tradeoff analysis. The target price for the anticipated project is between $35,500,000 and $50,500,000.
This solicitation is anticipated to be issued using the North American Industrial Classification System (NAICS) code 238210 (Electrical Contractors and Other Wiring Installation Contractors). The small business size standard is $45,000,000. Product Service Code is N063 (Installation of Equipment – Alarm, Signal, and Security Detection Systems).
The Phase-One solicitation is anticipated to be issued as a full and open competition through the Governmentwide Point of Entry (GPE) System for Award Management (SAM – www.SAM.gov) on about mid-August 2026, with qualifications packages tentatively due mid-September 2026. The Phase-Two RFP will be issued to shortlisted offerors at a later date.
If applicable, the site visit date, time and location will be identified in the solicitation.

The only INTERESTED VENDORS LISTS (plan-holder's/bidder's list) are available via SAM.gov. Contractors are responsible for self-identifying as interested vendors and viewing other interested vendors. Contractors should check SAM.gov frequently for any changes to the interested vendors list and notice.
PLEASE DO NOT request a copy of the solicitation, or draft plans and specifications, as they are not currently available. Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a bid that shall be considered by the agency. This project and/or the anticipated solicitation may be changed, delayed, or canceled at any time.
All prospective Offerors and their Subcontractors must be registered in SAM and the Procurement Integrated Enterprise Environment (PIEE) websites to download solicitation information.
Solicitation documents, plans, and specifications will only be available to be downloaded from PIEE, which may be accessed at https://piee.eb.mil/.
Proposals must be submitted through PIEE and, therefore, registration in PIEE as an offeror should be completed one (1) week prior to the anticipated solicitation release date.
USACE-SPK will not notify Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments.
