GSA 1800 F Building Revitalization, Washington, DC
The U.S. General Services Administration (GSA), Public Buildings Service (PBS), will host an Industry Day event in Washington DC, on Tuesday, June 2nd, from 10:00AM - 3:30PM, for all businesses (including, but not limited to, general contractors, subcontractor trades, and material suppliers) interested in the upcoming GSA 1800 F Building Modernization Design-Bid-Build (DBB) /Construction-Manager-as-Constructor (CMc) Contract.
This event offers interested parties the opportunity to see the proposed project features, interact with GSA and other attendees, and provide feedback to help the Government improve project outcomes. This event is neither a solicitation nor a request for a proposal. All information contained herein is tentative and/or estimated and subject to change. Mandatory pre-registration is required and no walk-in-registrations are allowed. This includes virtual attendees. For security purposes, registration is required by Wednesday, May 27, 2026. Procurement Strategy: The 1800 F Building Modernization project is defined as a Major Repair and Alteration Construction project. GSA plans to seek one (1) construction contract with multiple deliverables: core and shell, building interior, and building exterior work. The core and shell work is anticipated to have 100% design by October 2026 (solicitation target) and is planned to be awarded at a firm-fixed-price. The building interior work is anticipated to have approximately 50% design by October 2026 and is planned to be awarded at a Guaranteed Maximum Price (GMP) ceiling. The building exterior work is anticipated to have approximately 35% design (concepts) by October 2026 and is planned to be awarded at a GMP ceiling. For the building interior and exterior work the contractor is expected to provide advisory professional management assistance to GSA during the project planning and design phases. These services are provided at a firm-fixed-price. The contractor then acts as the construction manager during the construction phase. These services are established at a GMP (or ceiling) as a contract option at award and may be converted to firm-fixed-price upon design completion and exercise of the option.
The procurement method is expected to be a 2-Phase Request for Proposal (RFP). Phase I will be a request for qualifications (July anticipated issue date); Phase II will be a request for pricing (October anticipated issue date). Award will be made based on the best value to the Government.
Separate from this Industry Day, the GSA is conducting market research for this requirement via a Sources Sought Notice. Please see the Sources Sought Notice on www.SAM.gov. All responses are welcome.
Background: 1800 F Street is more than just GSA’s headquarters, it’s a living piece of federal
architectural history. Constructed in 1917 as a pioneering model of modern office design, this building has continuously evolved to meet the changing needs of government while maintaining its architectural integrity. As a property listed on the National Register of Historic Places, it represents a unique opportunity to showcase federal real estate management at its best. GSA’s goal is to execute a comprehensive project to preserve the building’s historical significance while transforming it into a 21st-century model of innovative workplace design and operational excellence two blocks from the White House.
Project Goals: The project seeks to transform the historic building from a series of incremental renovations into a long-term, adaptable federal asset. The primary objective is to build out a space that can adapt to future workforce and multi-tenant requirements. This project is positioned as a significant effort for GSA to not only upgrade its headquarters infrastructure but also to set a new standard for the federal workplace. The project will benefit the taxpayers by revitalizing the building, adding value, and reopening 40% of the building currently sitting idle due to inadequate ventilation.
Professional Services:
NEPA - GSA has approved this project for NEPA pursuant to AutoCATEX 5.3(j) of the PBS NEPA Desk Guide contingent upon GSA’s compliance with Section 106 of the NHPA and the 2010 EA/FONSI.
A/E - GSA has hired Shalom Baranes Associates and Perkins & Will, as Architect of Record and Design Architects, respectively. The designs will adhere to the new GSA PBS Core Buildings Standards.
CMa/CxP - An award against a Blanket Purchase Agreement (BPA) will be made for Construction Management for Construction Manager-as-Advisor (CMa) and Commissioning Provider (CxP) services. GSA expects to award a task order this summer.
Art-in-Architecture (AiA) - There will be a concurrent Art-in-Architecture (AiA) project, resulting in new site-specific artwork commissioned for the renovated building. This effort will be led by GSA’s Fine Art Program.
Project Schedule: This office anticipates award of a contract for these services no later than the second quarter of Fiscal Year 2027. Contract duration is estimated to be 18 - 24 months, with substantial completion in the Fall of 2028. The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45M.
Project Cost: Estimated magnitude of construction: $275,000,000 to $325,000,000. This project is subject to the availability of funds.

acquisition strategy for this proposed project has not yet been developed. Response to this
notice is strictly voluntary. The Government will not reimburse any party attending or
