Request for Information for SMPDS MSP Services

This Request for Information (RFI) is being issued pursuant to RFO Part 10, Market Research; a solicitation is not available at this time.  This posting is for information gathering and planning purposes only, and in no way restricts the Government’s final acquisition strategy.  The Government will neither award an order solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. 

The Air Force Nuclear Weapons Center, Combatant Command – Command and Control (C2) Division (AFNWC/NCC) Division is seeking a contractor with the requisite skills and experience to incrementally deliver working software using Agile and DevSecOps frameworks providing sustainment/maintenance, feature development, and architecture/integration updates on the operationally fielded SMPDS MSP software application code baseline. 

The successful Contractor must possess and maintain a TOP SECRET (TS)/SCI level facility clearance (with ability to obtain Special program access) before the actual period of performance begins (Estimated 11 March 2027).  Personnel providing on-site liaison support may also be required to obtain a TS Sensitive Compartmented Information (SCI) clearance and capable of obtaining access to special programs. 

Software development will initially occur within the Contractor’s facility with software integration, to include checkout and testing on classified networks, occurring at the Government facility on a bi-weekly basis.  However, AFNWC/NCC is currently planning to stand-up a software development environment on Offutt AFB, NE, so the transition of the Contractor’s software development team(s) to Offutt AFB could occur during this contract’s period of performance. The Government will determine transition strategies on a contract-by-contract basis.
