The FAA has a requirement to perform remedial action, demolition, and groundwater monitoring at the Federal Aviation Administration’s (FAA) former Nome FAA Station at various buildings. Below is an abbreviation of the statement of work:
- The Contractor must abide by all applicable laws, codes, regulations, and guidance’s, and is required to perform all work in full compliance with federal, state, and local laws, codes, and regulations. The Contractor must ensure that all activities executed by their personnel, subcontractors, and suppliers are in full compliance with said laws, codes, regulations, and guidance. Any incident of noncompliance must immediately be brought to the attention of the FAA Contracting Officer (CO). Nothing in the scope of work relieves the Contractor of their responsibility to comply with all applicable laws and regulations.
- Contractor must review existing soil sample results and conduct an investigation to define the magnitude and the vertical and horizontal extent of PCB contamination in soil at CT Pond 3
- Contractor must review existing sediment sample results and conduct an investigation to define the magnitude and the vertical and horizontal extent of lead contamination in soil at CT Ponds 2
- A the conclusion of excavation described in Section 4.3.1, the Contractor must collect subsurface soils samples via 4 test pits or soil borings to delineate DRO, PAH, and VOC exceedances to the south and west of the primary excavation
- Prior to completion of remedial action at the Buried Debris Area the Contractor must collect 2 surface water samples from the water filled excavation area. Surface water samples must be submitted for laboratory analysis of RRO, DRO, GRO, PAHs, VOCs, PCB’s, dioxins, RCRA metals (dissolved and total). TAH and TAqH concentrations
- Contractor must decommission monitoring wells MW401-01 through MW401-04 due to substantial frostjacking
- Contractor must review existing subsurface soil sample results and UVOST probes and conduct an investigation to define the magnitude and the vertical and horizontal extent of hydrocarbon contamination in soil at CT Bldg 403
- Remedial action objectives are described in the subsections below on an AOC basis, along with a summary of the AOC as needed for context. The name in parenthesis next to the subsection is the tracking ID the FAA uses in their internal database.
- The Contractor must excavate and transport offsite for disposal or treatment up to 2,150 tons of contaminated soil, based on the exceedances and areas with “signs of contamination at Bldg 604
- The Contractor must remove and dispose of all soil (not sediment) containing lead concentrations exceeding the 400 mg/kg threshold
- Contractor must remove up to 15 tons of diesel and naphthalene impacted soil associated with sample OME25CS-BDA-07 and transport the soil offsite for disposal or treatment.
In order to better understand the market for this potential requirement, the FAA requests the following information from interested Small Business vendors:
1. Name of Company (the resultant Prime contractor that may ultimately be awarded the subsequent contract)

4. UEI Number
5. Relevant experience on similar projects within the last five years (at least 2 projects). Please provide specific contract numbers, contact names and email information to support claimed capabilities. Limit to 5 pages.
Please submit your capability statement and the above information to Sonia.o.holguin@faa.gov no later than July 31, 2026 at 1400 Central Time.
Failure to respond to this pre-solicitation with all of the requested information will preclude a Contractor’s ability to receive a copy of the future solicitation. Limit complete responses to no more than five pages. Information will not be released; however, mark PROPRIETARY on all documents submitted, as applicable.
