Trango Systems Tunnels

1. Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO 12.202(b). This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.

The Government intends to issue a firm-fixed-price purchase order for the required items. This solicitation is conducted using simplified procedures under RFO 12.201-1, and the Government reserves the right to award multiple contracts if deemed in its best interest.

This solicitation is issued as a 100% small business set-aside. The associated NAICS Code is 332311 (Prefabricated Metal Building and Component Manufacturing), with a small business size standard of 750 employees.

Delivery Details
Delivery Address: Cocotitlán - Tepetlixpa, 56650 Temamatla, Méx., Mexico
Delivery Date: Offerors shall propose their best delivery schedule (e.g., XX Days After Receipt of Order). The Government desires delivery within 45 days, but will evaluate proposed delivery schedules as part of the award decision.
FOB Terms: FOB Destination. The Contractor is responsible for all shipping, freight forwarding, and customs clearance into Mexico.

NOTE: The provided delivery address is an approximation for quoting and shipping calculation purposes. The final delivery location will be provided upon award but is guaranteed to be within a 10-mile radius of the stated location. Offerors shall formulate their FFP shipping costs based on this assumption.

3. Brand Name Justification

This is a brand name only requirement. The Trango Systems Tunnels are critical for creating realistic subterranean and urban warfare training environments. No other products on the market provide the same level of modularity, lightweight construction, ricochet-free surfaces, and the ability to sustain high volumes of ballistic impacts. These systems are essential to the Government’s mission to prepare forces for subterranean combat scenarios.

5. Applicable Provisions and Clauses

The following provisions and clauses apply and are incorporated by reference:

2. RFO 52.212-2, Evaluation—Commercial Products and Commercial Services: Award will be made to the responsible offeror(s) whose quote is evaluated as responsive and offers the lowest price.
3. RFO 52.212-4, Terms and Conditions—Commercial Products and Commercial Services.
