This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08526Q024372 and is issued as a request for quotations (RFQ). This announcement constitutes only solicitation; quotations are being requested, and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a totally small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. All responses from interested vendors must be received on/before 0800 Pacific Time, April 30th , 2026, and will be reviewed by the Government.

1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to inspect, test and conduct corrective maintenance for the Port and STBD Miranda Davits.
1.2. Evaluation Criteria: contractor will be evaluated based on the following criteria: cost, technical expertise and past performances relating to the Miranda Davit.
1.3. Solicitation requirements: Contractor must submit a resume and a list of applicable past performances to the contracting officer (KO) before the solicitation period ends.

2.1 For any listed references to be distributed, the contractor must be registered in the Joint Certification Program (JCP) through Defense Logistics Agency (DLA) and provide your JCP number and expiration date to the listed point of contact (POC) for this work.

3. REQUIREMENTS
3.1 General.
Planned Period of Performance: 30 Apr – 8 May 2026
Location: Vigor Drydock, 5555 N Channel Ave, Portland, OR 97217
3.1.2 Technical Representative. The Contractor must provide the services of a certified Tech Rep from Palfinger Marine to accomplish the following tasks on site:
3.1.2.1 The Technical Representative must be present for all critical phases of the work such as operational and load testing, disassembly and reassembly stages for removal, inspection, renewing or repairing, installing, testing and calibrating each davit’s components.
3.1.3 Protective measures. The Contractor must furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness.
3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).
3.1.5 Tools and Materials. The Contractor is responsible for providing all tools and materials including eight testing equipment like dynameter, and water bags.

3.2 Operate and inspect. “Operate and Inspect” the entire system in accordance with paragraph 3.2.1 of SFLC Std Spec 5000. Submit CFR.
3.3 Service and Inspect. “Service and Inspect” the entire system in accordance with paragraph 3.2.2 of SFLC Std Spec 5000 and perform the weekly, six weekly and annually maintenance tasks as specified in CG Tech Pub 4668 Chapter 6. Ensure centrifugal Clutch/brakes are opened and inspected. Submit a CIR documenting results of all inspections and any recommended repairs.
3.4 Groom and Lubricate. After completion of all maintenance and repair work groom and lubricate the entire system in accordance with paragraph 3.2.6 of SFLC Std Spec 5000 and Tech Pub Remove, clean, lubricate and reinstall all cradle rollers to ensure all roll freely during final weight test
3.5. Inspect and lubricate Wire Ropes. The Contractor must remove the existing fore, center, and aft falls and the center wire ropes. Reinstall wire ropes after inspection and lubrication.
3.5.1 Inspect entire length of wires for kinks, broken strands, corrosion, and any abnormal condition. Measure wire rope diameter in six or more places to determine if diameter has been reduced below the allowable limits as listed in Table 1 below. Submit CIR of inspection results and recommendations.

3.5.2 Pressure lubricate the wire ropes with approved wire rope lubricant. The pressure lube system must include a groove cleaner and a scraper.
3.6 Touch-up and minor coating repairs. The Contractor must perform touch-up preservation of the boat davits and foundations. Repair all areas where corrosion is evident. Follow the requirements of SFLC Std Spec 6310. Paragraph 3.1.13. After coating repairs, apply one full cosmetic coat of paint to all davit painted surfaces. Match existing colors. Do not paint over unpainted surfaces and labels. Ensure personnel performing preservation are qualified.
Note
Careless painting is one of the most common sources of trouble with davits.
3.7 Label Plate. Fabricate and install a label plate indicating test loads and test date information for the system in accordance with paragraph B2.9 (Label plates) of appendix B of SFLC Std Spec 5000.
3.9.1 Hydraulic System Integrity
3.9.1.1 Hydraulic Fluid Analysis: Conduct a semi-annual sampling of the hydraulic oil from system reservoirs. The sample should be tested for cleanliness/particulate count (target no dirtier than ISO 4406 Code 18/16/13) and water content (not to exceed 0.05% by weight).
3.9.1.2 Component Inspection: Inspect all hydraulic system components, including: Hoses and fittings for any signs of leakage or abrasion. Pumps and motors, checking for loose fasteners, joint leaks, seal leaks, or loss of pressure.
Valves for improper operation, correct relief valve set pressures, and evidence of sticking spools. Cylinders for seal leakage, scored rods, and any deformed joints.
3.9.2 Structural and Mechanical Components
3.9.2.1 Structural Member Inspection: Inspect all accessible structural members to identify any deformed, cracked, or corroded sections.
3.9.2.2 Fastener Inspection: Check for and tighten any loose bolts and rivets on the davit structure and foundation.
3.9.2.3 Wear Component Inspection: Inspect the following parts for signs of wear, cracks, or distortion: Sheaves and drums. Pins, linings, pawls, and ratchets.
3.9.2.4 Hook Inspection and Maintenance: Perform a detailed visual inspection of hooks for any cracking, bending, or distortion. Conduct quarterly hook maintenance: flush with fresh water, visually inspect, and lubricate moving parts with silicon spray (grease should not be used). Determine if the SOLAS hooks are due for the mandatory Five-Year Service and Inspection, which requires forwarding to a factory-authorized service center for NDT analysis and pull testing.
3.9.3 Electrical, Control, and Safety Systems
3.9.3.1 Electrical Apparatus Inspection: Inspect electrical components, including controller contactors, limit switches, and pushbutton stations, for any signs of pitting, corrosion, or deterioration.
3.9.3.2 Sensor and Indicator Verification: Inspect all sensors and indicators over their full operational range to verify there are no significant inaccuracies.
4.1 Final Operational and/or weight test. After completion of all other work, perform the operational and weight testing specified in Appendix B of SFLC Std Spec 5000. Submit a CFR to the contracting officer.
