1. THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist.
2. The United States Air Force (USAF) has a requirement in support of Directorate of Headquarters Air Force Civil Engineer Center (HQ AFCEC) for the purchase of Materials in support of the USAF Airfield Damage Repair (ADR) Program. This requirement also has the potential to extend to other agencies within the Department of Defense. The intent is to eventually award a 5-year centralized Indefinite Delivery Indefinite Quantity contract to allow for the acquisition of various kits as well as individual quantities of varying materials to support USAF ADR requirement. The number of Delivery Orders will fluctuate annually dependent on the USAF’s needs.
3. The Government is performing market research primarily to locate firms with the capability to execute the requirements of this anticipated Sources Sought. Therefore, all business concerns are invited to provide a capability statement in response to this requirement. It is required for all contractors to be registered to do business with the Government in SAM before any award is made. Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/SAM/pages/public/index.jsf. This announcement does not obligate the Government to award a contract, nor does it obligate the Government to pay for any preparation costs for this effort.
4. The Government strongly encourages any firms interested in such work to submit a capability statement that addresses, as a minimum, the questions presented within this announcement. The Government does not intend to rank submittals or provide any reply to interested firms. North American Industry Classification System (NAICS) Code 327320 - Ready mix concrete manufacturing. The small business size standard for this NAICS is 500 employees. It is anticipated that the first order will not be until late FY2027.
5. Contractors who can provide this product should submit in writing an affirmative response, which includes as a minimum the following information:
5.1.1 What is the name of your business, address, Cage Code and UEI?
5.1.2 Provide a point of contact to include telephone number and email address.
5.1.3 Provide an additional NAICS code with justification that you would recommend as being more applicable.
5.1.4 Please describe your company’s experience in managing contracts of similar size and scope, specifically those involving the sourcing, kitting, storing and worldwide delivery of construction or repair materials for government or military clients.
5.1.5 Does your company directly manufacture rapid-setting cement, pelletized asphalt, or any of the primary construction materials required for ADR? (Yes/No). If yes, please specify which items. If your company is a wholesaler/distributor, do you source these materials from domestic large businesses or domestic small businesses?
5.1.6 If the Government procures these items as consolidated "Kits", can your company ensure compliance with the Buy American statute in accordance with RFO 25.101 to meet or exceed the statutory thresholds for the respective years of performance. To ensure the kit's materials total value meets the mandatory statute thresholds manufactured by domestic small businesses? (Please provide a brief explanation of your supply chain capabilities to meet this requirement).
5.1.7 After reviewing the list of required items in Appendices A through BBB (attachment 2), does your company have established supply chains to source all items? Please identify any materials you foresee as having long-lead time, difficult to source, or requiring special handling.
5.1.8 The SOW requires "door-to-door" delivery, including all loading and unloading, to potentially remote global locations. Please describe your capabilities and past performance in executing these complex logistics, including your experience with international shipping regulations like the use of U.S.-flag vessels (DFARS 252-247-7023).
5.1.9 Describe your company’s Quality Assurance program. Can you meet the Contract Data Requirements List (CDRL) deadlines outlined in Table 2, such as producing a full prototype kit for inspection within 150 days and generating detailed drawing packages in formats like AutoCAD or SolidWorks?
5.1.10 The SOW requires assembling various components into specific kits as detailed in the Material Kit Configuration. Describe your company's facilities, processes, and experience in performing kitting, packaging, and asset tracking for deployment to multiple destinations.
5.2 Relevant Past Experience
5.2.1 Has the vendor previously manufactured custom tools and tool kits?
5.2.2 Does the vendor have experience with the federal supply system and national stock numbers?
5.2.3 Does the vendor have experience with all documentation required by the SOW (inventory management, labeling, and 2/3D drawings)?
1.4. To what extent does the vendor rely on subcontracts?
5.3. Shipping and Logistics
5.3.1 Does the vendor have sufficient on-site MHE to move the various package configurations?
5.3.2 Does the vendor utilize or have access to shipment tracking websites for all legs and modes of transportation?
5.3.3 Is the vendor familiar with the Air Transportability Test Loading Agency (ATTLA) requirements?
5.3.4 Do all the vendors (prime and subs) have and utilize the same inventory management system?
5.3.5 Does the vendor have experience with overseas shipments to include in areas of increase hostilities or remote locations?
5.3.6 Does the vendor utilize an overseas custom agent for world-wide shipments?
5.3.7 What is the arrangement for off-loading at the final destinations?
5.3.8 What is the plan to repair items damaged in shipment?
5.3.9 Does your company have experience creating customized packing solutions?
5.3.10 Does your company have the logistical capacity to fulfill large-scale quantities of materials over a five-year period?
5.3.11 Do you expect any issues with delays in manufacturing, long-lead ordering issues, or equipment availability issues?
5.4. Facilities
5.4.1 Does the vendor have access to bonded storage areas?
5.4.2 Are the assembly, inspection, and staging areas collocated?
5.4.3 Can your company assemble the kits in the timeframe required?
5.4.4 How many kits are your company able to temporarily store?
5.4.5 Is the inspection/staging area large enough to support multiple kits (how many)?
5.4.6 Is the inspection area indoors?
5.5. Surge Capabilities/Financial Resources
5.5.1 Does the vendor have surge capabilities to support multiple orders issued in a short period of time (less than 30 days) to support USAF requirements? If so, please provide details.
5.5.2 Does the vendor have the financial resources to support large dollar Firm-Fixed Priced (FFP) delivery orders (i.e., $5-20M) with extended lead times (i.e., 330 days After Receipt of Order)? Please provide details on how large orders will be supported financially.
Disclaimer: The Government will not reimburse respondents for any costs associated with preparing or submitting a response to this notice. Information received will be used to determine the acquisition strategy (e.g., set-aside, unrestricted, or Non-Manufacturer waiver requests).
6. All responsible sources are encouraged to submit a capability statement in response to this announcement. All such responses will be considered by the agency. Responses shall be no more than 15 pages (single spaced, front and back, no smaller than Times New Roman, font size 12 or equivalent). If submissions exceed the page count noted, the Government will only review the first 15 pages and disregard the remainder of the submission. Extraneous materials (brochures, manuals, etc.) will be considered but limited to no more than 5 pages
