For the benefit of AMXG, Hill AFB, UT

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA8224-27-Q-0001 is issued as a request for quotation (RFQ) for monthly and annual inspection, maintenance, and monitoring of portable fire extinguishers, and annual fire suppression system inspection located within AMXG facilities at Hill AFB, Utah. As provided in the attached statement of work, all work on this contract shall comply with applicable federal, state, local, and Hill AFB fire prevention regulations

It is the Government’s intention to establish a Blanket Purchase Agreement (BPA) with a single entity for a one-year period with four additional option years. The Government is obligated only to the extent of authorized purchases actually made under the BPA by an authorized individual, and then only when performance of services has been made and accepted by the Government. All qualified sources are encouraged to submit a quote which will be considered by the agency.

Contractors must provide proof of valid and active licensing issued by the Utah State Fire Marshal for servicing portable fire extinguishers as well as fire suppression systems. Contractor personnel must possess an active certification of registration by the Utah State Fire Marshal at time of service.

Contractors must be registered at SAM.gov and have an active CAGE code at the time of response.

A company that is not registered in SAM.gov or which does not possess an active CAGE code may contact APEX Accelerators for assistance in completing the registration process. A document with the APEX Accelerators contact information is included in this solicitation.

Respondents to this solicitation shall specify whether the entity is a large business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business, service-disabled veteran-owned small business. Respondents must also specify whether they are a U.S.-owned or foreign-owned firm.

This acquisition is 100% set-aside for small business concerns.

• To be considered a small business for this solicitation a company’s annual revenue may not exceed $25M.
• The NAICS Code for this solicitation is 561621.

Quotations are due by Noon Mountain Daylight Saving Time on Friday, 30 October 2026 via electronic mail to ammon.helms@us.af.mil. Quoters are responsible for verifying receipt of Quote. Oral quotes will not be accepted.

To be considered for award. Quoters are responsible for including the following eight items in their response:

• The solicitation number
• The name, address, telephone number of the Quoter
• A CAGE code and active SAM.gov Unique Entity ID.
• An active Portable Fire Extinguisher Company Privilege License Number issued by the Utah State Fire Marshal.
• An active Fire Suppression Systems Company Privilege License Number issued by the Utah State Fire Marshal.
• A company profile and capabilities statement that may not exceed one single-sided, letter-sized page.
• Completed FA8224-27-Q-0001 Pricing Response Form
• An affirmative statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

The provision at RFO 52.212-2, Evaluation – Commercial Products and Commercial Services

Evaluation factors. The Government will award a contract (BPA) resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

• Total Proposed Price, determined by the anticipated annual amounts of:
  • 1,316 fire extinguisher inspections
  • 7 fire suppression system inspections
  • Estimated replacement of 20 10 lb. 2A:10B:C fire extinguishers.
• Technical Acceptability, determined by offeror’s quote meeting the requirements as outlined in the Statement of Work

The Government may make payment for BPA Call orders using a Government Purchase Card (GPC) or Wide Area Workflow Payment (WAWF).

Notice to Quoters:

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a quoter for any costs.
