1. Description of Requirement
The U.S. Fish and Wildlife Service (USFWS) intends to award a firm¿fixed price, sole¿source contract for real estate appraisal of 637.2 acres of timberland located about six miles east of the City of Long Beach, within Pacific County, Washington. These services require specialized technical expertise, property familiarity, and specialized certifications to adhere to Government regulations and standards.
2. Intended Sole Source Vendor
S H & H Valuation and Consulting

S H & H Valuation and Consulting is the vendor whom previously appraised the subject property. The vendor has a demonstrated history of supporting USFWS realty actions within the region and maintains active SAM registration.
The firm previously completed an appraisal of this property and therefore possesses direct historical knowledge of its characteristics, conditions, and appraisal complexities. Their prior involvement provides continuity, reduces risk of inconsistencies, and ensures efficient integration of past analyses with the new appraisal requirements.
3. Sole Source Justification
Market research conducted by the U.S. Fish & Wildlife Service (USFWS) concluded that S H & H Valuation and Consulting is the only responsible and technically capable source able to meet the appraisal requirements for this acquisition. The market research process included:
¿ Review of comparable appraisers to identify firms with relevant federal land¿acquisition appraisal experience.
¿ Assessment of vendors¿ technical qualifications, including demonstrated ability to perform USPAP/UASFLA¿compliant appraisals for federal agencies.
¿ Evaluation of historical knowledge and familiarity with the subject property and its regional market, including prior appraisal work on the same tract.
¿ Consideration of timeline constraints critical to mission success, ensuring the selected vendor could meet accelerated delivery requirements.
The findings clearly indicate that no alternative vendor possesses the combined technical expertise, historical property knowledge, proven performance within the region, and capacity to meet all specifications, compliance standards, and expedited timelines required to support USFWS operations for this land acquisition.
Although other appraisers exist in the market, engaging a different vendor would require re¿performing extensive inspections, research, and analysis¿duplicating government costs already incurred during 2025. Additionally, selecting another appraiser would increase the likelihood of inconsistent or non¿defensible valuation conclusions, introducing risk to the reliability of the appraisal and USFWS¿s ability to justify just compensation under federal acquisition standards.
As a result, S H & H Valuation and Consulting is determined to be the sole responsible source with the requisite qualifications, regional expertise, and capacity to fulfill this requirement without unnecessary cost duplication or mission¿impacting delays.
4. No Solicitation Will Be Posted
This Notice is not a solicitation, and no solicitation package will be issued. However, interested parties may submit a capability statement demonstrating their ability to meet all requirements listed in this notice.
Responses that do not clearly demonstrate the ability to meet every requirement will not be considered.
5. Response Instructions
Responses must include:
¿ Business name and Unique Entity Identifier (UEI)
¿ Demonstrated technical capability to meet all requirements
¿ Evidence of product/service equivalency
¿ Confirmation of SAM.gov registration
¿ Ability to meet delivery/performance timelines
Responses will be evaluated solely to determine whether additional sources exist that can satisfy USFWS requirements.

6. Determination
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of USFWS. The Government will not reimburse any costs incurred by interested parties in responding to this notice.
