1.0 Description

The General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Shared Service Delivery, Personal Property Management (PPM), is seeking information related to the sale of firearms that are no longer required for Federal mission requirements.

2.0 Firearms Sales and Disposal Background Information

The Federal Government purchases billions of dollars in supplies, materials, and personal property annually and must efficiently dispose of unneeded personal property on a continuous basis. The Personal Property Program within GSA oversees the reuse, donation, and sale of Federal personal property in an effective and efficient manner.

Federal customers utilize PPM to dispose of excess and surplus property, as well as exchange/sale property, seized and forfeited property, and other categories of personal property. The reuse of personal property assets within the Government saves taxpayer funds, while donation of property to eligible recipients ensures that assets no longer required by the Government continue to benefit the public in communities across the country.

When property is sold, sales proceeds may be returned to customer agencies to support their missions or deposited into the U.S. Treasury, as authorized. Additionally, only warranted Sales Contracting Officers may conduct sales of Federal property and award sales contracts to buyers.

The Government intends to begin selling unneeded Federal firearms in order to recoup the Government’s investment in these assets when they are no longer required for Federal mission requirements. The Government anticipates selling firearms to Federal Firearms License holders (FFLs), including Original Equipment Manufacturers (OEMs), through negotiated sales or by establishing term sales contracts.

Such firearms are classified under Federal Supply Class (FSC) 1005, Guns, through 30mm. FFLs are businesses engaged in the dealing or manufacture of firearms and are licensed by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) pursuant to 18 U.S.C. § 923.

The purpose of this RFI is to ascertain the capabilities of FFLs, including OEMs, that may be interested in purchasing unneeded Federal firearms or providing services related to the disposal of such firearms.

3.0 Requested Information: Industry

Questions for Industry:

• How do you determine the fair market value of previously used firearms?
  • What information should the Government provide about each firearm to allow industry to determine fair market value, market interest, and lawful disposition options?
• How important is physical inspection before purchase?
  • What information would be needed in place of a physical inspection?
• What types of firearms do you purchase?
  • Are there any types of firearms you will not purchase? If so, why?
  • Do you purchase firearms covered by the National Firearms Act (NFA)?
• Do you offer shipping and transportation services from firearms sellers, including the Government?
  • If so, how do you coordinate shipping?
  • Do you have the ability to coordinate shipping from a variety of disparate locations and entities across the continental United States, Alaska, Hawaii, the District of Columbia, and U.S. territories?
  • Do you bear the shipping costs?
  • If so, do you invoice shipping costs separately or reduce fair market value reimbursements to offset shipping costs?
  • Are there minimum quantity requirements for shipping services?
  • What standard practices are used for transportation, pickup, receipt, and chain-of-custody documentation when firearms are transferred from Government or law enforcement sellers?
• Do you have experience purchasing firearms from Government or law enforcement agencies?
  • What transaction structures are commonly used for sales of Government or law enforcement firearms, such as lot sales, negotiated sales, auctions, term sales contracts, OEM buybacks, or a combination?
  • What legal, regulatory, licensing, transfer, or documentation requirements should the Government consider when selling or disposing of Federal firearms to Federal Firearms Licensees?
  • Do you have experience purchasing firearms derived from seizure or forfeiture?
• Do you have experience purchasing firearms that are considered historical or collectible?
  • How do you determine the value of historical or collectible firearms?
• Do you purchase unexpended ammunition?
  • How do you determine the market value of ammunition?
  • Are there minimum quantity requirements?

4.2 Section 1 of the response shall provide administrative information and shall include the following:

4.2.2 Business type (large business, small business, etc.) based upon the North American Industry Classification System (NAICS) code(s) identified by the respondent.

Respondents are further advised that GSA will not address hypothetical or scenario-based questions or questions seeking potential evaluation decisions from GSA.

6.0 Summary

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY RELATED TO FEDERAL FIREARMS LICENSEES (FFLs), INCLUDING ORIGINAL EQUIPMENT MANUFACTURERS (OEMs), INTERESTED IN PURCHASING UNNEEDED FEDERAL FIREARMS OR OFFERING SERVICES RELATED TO THE DISPOSAL OF SUCH FIREARMS.

This announcement is not a Request for Proposal (RFP) or Request for Quote (RFQ).

The information provided in this RFI is subject to change and is not binding upon the Government. GSA has not made a commitment to sell any of the items discussed herein.

Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI shall be solely at the respondent’s expense.

All submissions become Government property and will not be returned.

This RFI does not constitute a solicitation for bids, proposals, or quotations and shall not be construed as a commitment by the Government to issue a Request for Proposal, Request for Quote, Invitation for Bids, or other solicitation, or to award a contract as a result of this request.

GSA is not currently seeking proposals and will not accept unsolicited proposals in response to this RFI.
