NOTICE OF INTENT TO SOLE SOURCE
Project Title: REQUIREMENTS-26-1066 Flight Safety International (FSI)
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), Aircraft Operations Center (AOC) will solicit and award the requirement herein on a sole source basis with Flight Safety International (FSI) located at (insert address), for a Firm-Fixed-Price (FFP) contract for NOAA Aircraft Flight Training Services FSI is the only vendor that can offer training on all NOAA Aircraft platforms and allows AOC to a build training syllabus’ accounting for this baseline training from a consistent training partner. The statutory authority permitting other than full and open competition is 41 U.S.C. 1901 as implemented by FAR 12.102, Restricting Competition.
The North American Industry Classification Code (NAICS) for this requirement is NAICS 611512, "Flight Training," covers establishments primarily engaged in offering aviation and flight instruction, including private/commercial pilot training, instrument ratings, and flight simulation training. This industry serves vocational, recreational, and military clients with a Small Business Administration (SBA) revenue size standard of $34 million. This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to alicha.harris@noaa.gov by 2:00 PM Eastern Time (ET) on March 26, 2026.
