This is a notice of intent to award a sole-source, firm-fixed-price contract to Switlik Parachute Company, Inc (CAGE: 78673, UEI: PBMGLVJFCXK1) for the procurement of additional standard issue CWU-86/P and CWU-87/P in support of Bladder Relief testing. The estimated award date is 05 May 2026 and the estimated value is $35,500. The estimated delivery date is 31 August 2026. The Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
The U.S. Navy requires the procurement of CWU-86/P (Male) and CWU-87/P (Female) Anti-Exposure Dry Suits for mission-essential activities, including Bladder Relief system testing. This procurement is solely to acquire additional units of the Navy's currently fielded anti-exposure suit for use in testing unrelated systems; it is not an effort to test, evaluate, or field a new model of dry suit. These suits are critical for ensuring aircrew safety and survivability during operations over cold water.
Switlik Parachute Company, Inc. is the sole-source manufacturer and exclusive provider of the CWU-86/P and CWU-87/P models. These suits are the Navy's currently fielded system for all applicable aircrew. As this testing requires the use of the standard, operational suit to ensure valid results, only the existing design is acceptable. Naval aircrew are required to wear anti-exposure dry suits when operating over water where the temperature is below 50°F. The CWU-86/P and CWU-87/P are designed specifically to meet these demanding operational parameters, preventing water intrusion and providing the necessary insulation for survival. The Switlik suits possess unique, integrated safety features that are proprietary to their design. Crucially, these suits are certified to be compatible and fully integrate with existing and mandated survival equipment. No other suit meets these specific integration and safety requirements. Therefore, only the Switlik-produced CWU-86/P and CWU-87/P can fulfill this critical need.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
