MARKET SURVEY/CAPABILITY ASSESSMENT FOR NATIONAL TEST EQUIPMENT PROGRAM (NTEP) OFFICE (AJW-1610) BLANKET PURCHASE AGREEMENT (BPA) TO SUPPLY TEST EQUIPMENT (TE) REQUIRED TO SUPPORT THE NAS.
The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on the current data obtained. The responses to this market survey will be used for informational purposes only.
The Federal Aviation Administration (FAA) has a requirement for the acquisition of multiple items of test equipment using a blanket purchase agreement (BPA). Please refer to the attachment for Equipment identification and estimated annual quantities. The respondents are required to provide a list of the equipment specified in the Statement of Work (SOW) that they can supply. Procurement would be shipped to multiple government locations within and outside CONUS (Continental United States).
At this time, the acquisition strategy and nature of competition have not been determined for the BPA. The Government welcomes statements of interest and capabilities from all small businesses, including service-disabled veteran-owned small business, women-owned small businesses, and 8(a) certified firms, which are capable of providing the required items. Based on historical performance, it is anticipated that contract will be set aside to Small Businesses. Depending on responses to this survey and analysis of market research collected, the Government will develop and refine its procurement strategy at its discretion, which may involve a full and open competition, a set-aside of all or part of the procurement, or pursuit of another acquisition strategy that the Government determines is in its best interest in order to fulfill its requirements.
The principle North American Industry Classification System (NAICS) code for this effort is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a size standard of 750.
THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor’s expense.
HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit the items listed below to the point of contact listed at the bottom of this announcement.
1. Capability Statement. This document is limited to not more than five (5) pages and must include a brief description of how parts were provided by your firm which are same/similar to those parts outlined in this market survey and similar/same to the DRAFT statement of work attached to this announcement.
2. Performance Capacity. The respondents are required to provide a list of the equipment specified in the Statement of Work (SOW) that they can supply.
All responses to this market survey must be received by 5:00pm CST, September 29, 2026. The FAA will only accept submissions; including attachments, electronically emailed to: scott.roberson@faa.gov
