Set-Aside or Authority: This requirement will be issued in accordance with 41 U.S.C. 1901(a)(1) as a sole source to Meridian Systems LLC for the US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) Alaska Fisheries Science Center (AFSC) Auke Bay Laboratories Automated Logic BAS Monitoring, Maintenance, and Repair services. Revolutionary Federal Acquisition Regulations Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services procedures will be utilized.

Description: The Auke Bay Laboratories requires a service agreement for the monitoring, maintenance, and repair of the Building Automation System (BAS). The BAS was installed in 2013 after an open solicitation and is a proprietary system designed by Automated Logic. The system operates the heating, ventilation, and air conditioning (HVAC) systems, sea water systems, and waste treatment systems, in addition to providing monitoring for those systems and lab systems. The system uses proprietary equipment and open architectures to provide monitoring and control of our building systems. The WebCtrl server provides a graphical approach to manage, control, and monitor the BAS functions. BAS equipment and field panels communicate on a dedicated independent network utilizing BACnet, LonWorks, BACnet/IP, and TCP/IP protocols.
Intended Source: Due to the proprietary nature of the system, this requirement will be awarded as a sole source to Meridian Systems, LLC. Meridian Systems, LLC is the only vendor in Alaska authorized to work on Automated Logic systems.
All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than July 15, 2026 at 12:00 PM Pacific Time. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: Rachel.stone@noaa.gov. The government contemplates a firm-fixed priced commercial item contract for services. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
