Sources Sought
The U.S. Army Corps of Engineers, Seattle District (NWS), Special Projects Branch at Joint Base Lewis-McChord (JBLM), WA has issued this Sources Sought notice for market research purposes. The responses to this notice will be used to develop the Acquisition Strategy for an upcoming Request For Proposal (RFP) to repair by replacement the existing roof of Building 3087 with a new metal roof panel system.
This is not a pre-solicitation announcement, nor a RFP. No proposals are being requested or accepted with this Sources Sought and no contract shall be awarded from this Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate synopsis may be published in the US Government System for Award Management (SAM) Contract Opportunities website at https://www.sam.gov.
The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of interested firms who have the demonstrated capabilities in meeting the project description listed below.
The proposed work is to be performed under the following North American Industry Classification (NAICS) code: 236220– Commercial and Institutional Building Construction.
Both large and small business firms are encouraged to respond to this Sources Sought notice. However, if sufficient numbers of small business firms demonstrate interest, capabilities, and qualifications, the Government may choose to set-aside the acquisition for small businesses. For the purposes of this procurement, a firm is a small business if its annual average gross revenue, taken the last 3 fiscal years, does not exceed $45,000,000.00. The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work. The Government reserves the right to update this information as project planning documentation is updated. The information below represents the most current information available and may be superseded upon publication of the preliminary planning information, which may be provided by the Government in the subsequent synopsis.
Overview of Anticipated Contract: The Seattle District Corps of Engineers, under FAR Part 36 procurement procedures, anticipates issuing a Request For Proposal (RFP) and subsequent award for Construction Services to repair by replacement the existing roof of Building 3087 with a new metal roof panel system at JBLM, WA.
The estimated magnitude of construction for this project is between $1,000,000 and $5,000,000.
The following is an excerpt from the Draft Scope of work, containing pertinent information about the project:
This project involves a major structural retrofit and several mechanical modifications. A new steel sub-structure will be installed above the existing roof structure (removal of existing roof layers required. See drawings for additional details). A new light gage steel sub-structure will be installed in current low-sloped EPDM areas to raise the area to a proper slope for this roof system. There are several mechanical louvers, hoods, and vents that will be modified to accommodate the new roof system. These will be extended and replaced with a respective new louver, hood, or vent.
Stormwater system will be modified to use downspouts instead of internal roof drains in most locations. The goal is to handle as much of the storm flow onsite, with surface discharge, as allowable.
In accordance with JBLM Reg. 200-2, any wastewater generated must be collected, processed, characterized, and disposed of into the JBLM sanitary sewer system or other authorized disposal method. Prior to disposal, waste water characterization must at a minimum include pH, Oil and Grease, BOD, and TSS analysis by a NELAC accredited laboratory. Additional analyses may be required if non-conventional wastes or hazardous materials are potential contaminants. Results shall be submitted for review and approval by Public Works. On site characterization by JBLM Pretreatment staff may waive analytical requirements at the discretion of the Water program manager. JBLM sanitary sewer discharge requires a Sanitary Sewer Discharge Permit issued by DPW Wastewater Treatment Plant. The Environmental Protection Plan for the project must identify any potential wastewater generation and the process of proper disposal.
A complete and final Statement Of Work (SOW) for the construction services required will be issued with the RFP.
SUBMISSION REQUIREMENTS:
Response to this Sources Sought shall be limited to no more than five (5) pages and shall as a minimum include the following information:
• Name, addresses, point of contact, phone number, e-mail address and small business classification under NAICS Code 236220.
• A brief capabilities narrative describing the interested firm's ability to meet anticipated contract requirements as described within this Sources Sought. In your narrative, ensure to include any specialized knowledge, expertise and past experience that would significantly benefit the Government.
• Statement of Capability to perform a contract of this magnitude and complexity. Provide up to 3 examples of projects performed. (Specific experience with projects at Joint Base Lewis-McChord, WA, if available). Your firm shall identify whether the work was independently completed as a prime contractor or affiliated with another contract (joint venture or as a subcontractor.) If your role was as a subcontractor, describe the specific roof construction / replacement services your company provided. For each project listed, please provide a brief description of the project, customer name, date of performance, and dollar value of the project.
Submission of your interest is not a prerequisite to any potential future offerings, but participation will assist NWS in identifying sources with required capabilities. If a solicitation is later released, it may be synopsized in SAM Contract Opportunities at https://www.sam.gov.
