Combined Synopsis/Solicitation
BRAND NAME REQUIREMENT and FAR 52.225-01, BUY AMERICAN ¿ SUPPLIES, are applicable
(i) This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) To facilitate electronic quote submissions through SAM.gov, a request for quote RFQ No. 140R3026Q0054 is being issued subsequent to this combined synopsis/solicitation.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2026-01 Effective Date 03/13/2026.
(iv) This requirement will be a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 333914, Measuring, Dispensing, and Other Pumping Equipment Manufacturing. The size standard is 750 employees.

(1) Required Pump Assembly Characteristics
-16HH single stage vertical turbine pump assembly
-1.5" head shaft assembly, 416 stainless steel, 10 TPI, left hand, bronze adjusting nut and key
-Coated steel motor stand; 16¿ 150# flat face discharge flange; separate base plate
-Approx. 630" of 16" oil lube/water flush column assembly with 2.5" 12LH × 1.5" flush tube and shaft
-Underground style discharge
-16HH oil lube/water flush bowl assembly with bell suction
-External oil lube line for bowl assembly
-304 stainless steel bolt on basket strainer
-All steel components coated with Tnemec N140, 6-8 mils DFT
-16HH impeller and collet made from 316 stainless steel
-2300 V, 3 phase, 60 Hz, 150 HP, 1800 RPM, 4 pole, continuos duty motor with Wye Delta start function frame 447TPA frame size

(vi) The Bureau of Reclamation, Hoover Dam requires the procurement of 2 Hydroflo Pumps, 16HH single stage pump, rated for 5000gpm and 60¿ TDH, with 150 HP 2300V 3 phase motor and 16¿ discharge column
(vii) Total price shall be inclusive of all applicable fees and taxes. Delivery will be completed within approximately 6 months of the date of award. Deliveries are limited to 7 AM to 4 PM Pacific Time, Monday through Thursday. There will be no penalty for early delivery. Inspection and acceptance will be performed by Government at destination. F.O.B. Destination at Bureau of Reclamation, Hoover Dam Central Warehouse, SR 172, Boulder City, NV 89005.
THE FOLLOWING CLAUSES AND PROVISIONS ARE APPLICABLE TO THIS COMMERCIAL ITEM ACQUISITION:
(viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services.
In addition to the requirements of the Instructions to Offerors - Competitive Acquisitions provision of this
solicitation, each offeror will submit a quote in accordance with the instructions contained in this
provision.
(1) Offer will complete and submit Standard Form (SF)18 - Request for Quotation. Pricing must be
submitted on SF-18.

(a) Offeror shall provide documentation the product they are quoting meets or exceeds everything listed in Attachment #1 SOW. Offeror shall provide a confirmation statement that their quoted firm-fixed price on the SF-18 includes F.O.B. Destination shipping to the address in the Attachment #1 SOW.
(ix) BASIS OF AWARD: Determination of award will be based on the lowest price offer from a responsive offeror. Additional evaluation details are found in the 52.212-2 Evaluation ¿ Commercial Products and Commercial Services (Nov 2021) provision of this solicitation.
