SOURCES SOUGHT NOTICEThis is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEE), and any other category of vendor capable of performing the below Indian Health Services (IHS) requirement. Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached). Consistent with the revised Buy Indian Act, HHS/IHS adopted the definition of an Indian Economic Enterprise (IEE) set forth in 48 CFR 1480.201. This definition includes the following requirement, amongst others: “the Indians or Indian Tribes must, together, receive at least a majority of the earnings from the contract.”.
Instructions for submission are outlined further below.

DESCRIPTION OF REQUIREMENT

Location:
Crow Service Unit, Crow/Northern Cheyenne Hospital, Crow Agency, Montana.
Duration:
12 months with four option years for a total of five years.
Work Schedule and deliverables:
This requirement is for recurring monthly preventative maintenance services, annual elevator inspection services, emergency response support, and emergency phone monitoring services.
Qualifications/Requirements:
Contractor personnel shall be qualified, trained, and experienced in elevator inspection and preventative maintenance services.
The Contractor shall perform all work in accordance with applicable federal, state, local, and industry codes, standards, and regulations, including but not limited to:
American Society of Mechanical Engineers (ASME), ANSI/ASME Safety Code for Elevators and Escalators, Chapter 13.10.
Occupational Safety and Health Administration (OSHA) Regulation 1917.116, Elevators and Escalators.
Applicable manufacturer requirements for Dover DMC hydraulic elevator systems.
Any other applicable codes, regulations, safety standards, and inspection requirements governing elevator inspection, maintenance, repair, and operation.
Services needed include but are not limited to the following:
Provide all labor, supervision, equipment, tools, materials, and transportation required to perform the work.
Perform monthly preventative maintenance services on all three elevators.
Perform annual inspection services on all three elevators.
Determine whether each elevator is in safe operating condition.
Identify and report hazardous conditions, deficiencies, and systems requiring repair.
Verify that elevator equipment has not been altered except in conformity with applicable codes or regulations.
Ensure that each elevator performs in accordance with applicable inspection requirements.
Coordinate all service appointments with the Facility Supervisor or designee.
Provide all required reports within the required delivery schedule.
Perform services in a professional, safe, and workmanlike manner.
Monthly Preventative Maintenance Services
The Contractor shall perform monthly preventative maintenance services for all three elevators at the Crow Service Unit.
Monthly preventative maintenance services shall include, at a minimum:
Inspection of elevator operating components.
Verification of safe and proper elevator operation.
Lubrication, adjustment, and minor maintenance as required.
Evaluation of mechanical, electrical, hydraulic, and control systems.
Identification of deficiencies, hazardous conditions, and systems requiring repair.
Documentation of maintenance performed and conditions observed.
Annual Elevator Inspection Services
The Contractor shall perform annual inspection services for all three elevators. The Contractor shall provide all labor, supervision, equipment, tools, and expertise required to complete the annual inspections.
The Contractor shall determine whether each elevator is in safe operating condition and whether each elevator complies with applicable inspection requirements, codes, regulations, and manufacturer requirements.
Emergency Repair Response
The Contractor shall respond to emergency repair calls within twenty-four hours of notification.
Emergency Phone Monitoring Services
The Contractor shall provide emergency phone monitoring services, including 24-hour call-in services. Two emergency telephone numbers shall be provided for use if emergency telephone assistance is required.
An analog phone line and telephone are currently installed at the facility.

ISBEEs are highly encouraged to respond to this notice. However, firms must also understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. To be considered a capable source, responses must directly demonstrate the company’s capability, experience, and ability to provide services as shown below.

Failure to address these items in your capability statement could exclude your firm from being determined a capable IEE/ISBEE source.
