The Naval Air Systems Command (NAVAIR), PMA-271 Airborne Strategic Command, Control and Communications Program Office, intends to enter into negotiations and subsequently award to Rockwell Collins, Inc., doing business as Collins Aerospace Government Systems Division (CAGE Code: 13499), a modification to Delivery Order (DO) N0001925F0087 issued under Basic Ordering Agreement (BOA) N0001924G0017, to procure one (1) base year and one (1) option year of AGI Dynamic Geometry, Java SE, Jboss, MySQL, and Crossover software licenses required to support Mission Computer Modernization (MCM) efforts on the E-6B aircraft. The base licensing period will cover from 13 November 2026 through 12 November 2027, and the option licensing period will cover from 13 November 2027 through 12 November 2028. The software licenses are required to operate the system listed above. This action is anticipated to be greater than SAT. This action is not subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA). This action is not anticipated to be awarded as a construction contract to a small business. This action does not require qualification requirements to be eligible for award. BOA N0001924G0017 was awarded sole source to Collins Aerospace under the authority of 10 U.S.C 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 prior to the Department of War implementation of the Revolutionary FAR Overhaul Part 6, Class Deviation (CD) 2026-O0017, Revision 1, dated 23 January 2026. The modification to procure the software licenses described above will be executed under an existing delivery order N0001925F0087. The existing order requires Collins Aerospace to provide software support services related to mission system installation, operation, sustainment, development, integration, and testing on the E-6B aircraft systems for which Collins Aerospace is the Original Equipment Manufacturer, including the MCM. As such, Collins Aerospace possesses the technical data and specialized knowledge, including system architecture and compatibility requirements for the MCM, which is necessary to identify the exact version and quantity of software licenses required to support and operate that system. Award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. Any technical data associated with this action can be obtained through Collins Aerospace. This action is a result of the sources sought notice posted on 28 July 2026. This action will not be a small business set aside. The NAVAIR Office of Small Business Programs concurs with this set-aside determination. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, However, all responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency within 15 days after the publication date of this synopsis. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by e-mail to the attention of Timothy Ayers at (timothy.c.ayers.civ@us.navy.mil) and Lisa Troccoli (lisa.j.troccoli.civ@us.navy.mil).
