The mission of U.S. Customs and Border Protection, Air and Marine Operations (AMO) Critical Incident Response Team (CIRT) is to offer confidential assistance and support to all AMO employees in times of personal need or due to traumatic incidents, and to refer employees to necessary resources for follow-up care. The objective of the AMO CIRT is to minimize psychological trauma that AMO employees may experience in their job performance and render assistance as an attempt to accelerate normal recovery to abnormal events, some of which are unique to AMO.
Dr. Tania Glenn & Associates P.A has served as the primary provider of the aforementioned services for AMO in prior years to the present and has been instrumental in the implementing and maintaining of various critical incidents and trauma response protocols across AMO as required by the CIRT. Glenn & Associates developed a unique model for crisis intervention with first responders entitled “TEN FOUR” an acronym for “Triage-Educate-Normalize-Free dialogue-Organize thoughts-Understand the big picture-Restore resilience”. The “TEN FOUR” model (which is only taught and copyrighted through Tania Glenn & Associates) is currently incorporated and used as part of AMO’s CIRT training and has proven to be an effective method for CIRT members to render assistance to those AMO employees who have encountered various traumatic incidents over the past several years.
While CBP recognizes industry-wide capabilities to deliver such services, it is imperative at this time that this effort be supported by a vendor that possesses the historical and institutional knowledge of the current traumatic response measures being executed within the AMO CIRT environment. Tania Glenn & Associates will continue supporting current CIRT cases and maintaining the level of operational effectiveness throughout the CIRT environment. It should be further noted that this requirement is not intended to revamp existing practices nor to introduce a brand-new program approach in AMO. Rather, it is simply a follow-on effort to address ongoing CIRT activities and scope of work including:
Continuity of services is critical to maintaining trust, rapport, and consistent messaging for AMO personnel who have participated in their courses, consultations, and individualized treatment, particularly in the sensitive areas of trauma, critical incident response, and long‑term resilience. Replacing this vendor would require significant redevelopment of curriculum, retraining of staff, re-establishment of trust with both new and experienced officers and CIRT members, and could disrupt ongoing wellness, resilience, and critical incident response initiatives already in place. Therefore, retaining a vendor with this extensive program familiarity is in the best interest of the Government to minimize the risk of compromising current program implementations.
The Government intends to solicit and negotiate directly with Tania Glenn & Associates. This notice of intent is not a request for competitive proposals. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. Documents exceeding ten (10) pages total will not be accepted. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
All interested parties must express their interest and capabilities in writing via e-mail to brice.winston@cbp.dhs.gov prior to the closing date of this notice. Verification of receipt of responses are the sole responsibility of the interested party.
Responses/Capability Statements are required by June 1, 2026 at 4:00 PM Washington, DC time. The anticipated award date to Tania Glenn & Associates, P.A. is June 22, 2026.
