SUMMARY:
Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5,
is issuing this NOTICE OF INTENT TO SOLE SOURCE TO Daikin Applied Americas, Inc. to replace a Variable Frequency Drive (VFD) on Daikin WSC 087 Centrifugal Chiller, Serial No. STNU110700045.
All responsible sources may submit a capabilities statement and a proposal for consideration.
All responses must include the following information or will not be considered.

This notice of intent is not a request for competitive quotations. The Government is under no
obligation to consider or make an award to any respondent that submits a capability statement
or proposal.
Responses received will be considered solely for the purpose of determining whether to
conduct a competitive procurement. The Department of Veterans Affairs is not required to
award based on any submissions received.

1. BACKGROUND
The Washington DC VA Medical Center (VAMC) operates a Daikin WSC 087 centrifugal chiller (Serial No. STNU110700045) within its Research Building central plant. This chiller provides critical cooling to research laboratory spaces where climate control is essential for patient safety research and specimen integrity. The existing variable frequency drive (VFD) and motor starter on this unit have experienced degraded performance and are approaching end of serviceable life, creating risk of unplanned system failure.
Daikin Applied Americas, Inc. is the original equipment manufacturer (OEM) for this chiller and the exclusive authorized source for factory-engineered VFD upgrade kits compatible with the WSC 087 platform. The proposed upgrade replaces the VFD power box assembly and associated wiring with Daikin's current-generation VFD, restoring reliability and extending equipment lifespan without requiring a full chiller replacement.
2. SCOPE OF WORK
The contractor shall provide all parts, labor, supervision, tools, equipment, software upgrades, and testing necessary to complete a full VFD upgrade on the Daikin WSC 087 centrifugal chiller at the DC VAMC Research Building. The work consists of three primary phases:
2.1 Upgraded Parts Supply
The contractor shall furnish and deliver the following OEM replacement components:
VFD Power Box Assembly (Daikin factory-engineered for WSC 087 platform)
All interconnecting wire harnesses between the VFD and chiller controls module
All associated mounting hardware, fasteners, and cabling required for a complete installation
2.2 Labor and Installation
The contractor shall perform the following installation tasks in accordance with Daikin's published service procedures and all applicable safety requirements:
Coordinate with the VA COR and FMS to schedule work during an approved maintenance window that minimizes disruption to Research Building operations.
Isolate the chiller from all electrical sources and implement a Lockout/Tagout (LOTO) procedure in accordance with 29 CFR 1910.147 and VA facility safety protocols prior to commencing any work.
Assemble and position appropriate rigging and lifting equipment as required by the physical configuration of the chiller room. All rigging activities shall comply with OSHA standards.
Remove and properly dispose of the existing VFD and motor starter assembly in accordance with applicable regulations.
Rig and transport the new VFD cabinet to the chiller location.
Fabricate a new mounting assembly for the VFD cabinet if the existing mounting structure is not compatible with the replacement unit.
Install the new VFD cabinet and connect all wiring per manufacturer specifications.
Supply and install all hardware, conduit, and cabling associated with the VFD installation.
2.3 Testing, Startup, and Commissioning
Upon completion of installation, the contractor shall:
Execute all required chiller control software upgrades to ensure compatibility with the new VFD.
Conduct a functional run test to verify proper VFD operation, chiller response, and control system integration.
Initiate the system startup sequence and perform all final calibrations in accordance with Daikin startup procedures.
Generate and provide to the VA COR a complete commissioning report documenting startup readings, calibration data, and test results.
