This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 and compliant with the Revolutionary FAR Overhaul (RFO).

This requirement is designated with a Small Business set-aside of Total Small Business and associated with NAICS code: 238110 and a small business size standard of $19M.

The 167th Airlift Wing, Martinsburg, WV is requesting a quote for Concrete Repair at Building 305. This requirement will be evaluated based on price alone. To be considered technically acceptable you must provide a quote that meets all specifications listed below. No further discussions will be held after acceptance of offers. Please provide a quote in accordance with your terms & conditions.

PROJECT TITLE: RENOVATE B309 FOR OPERATIONS AND TRAINING PROJECT LOCATION: 222 SABRE JET BLVD, MARTINSBURG, WV 25405-7704

CONCRETE REPAIR AT BUILDING 305

THIS PROJECT IS BEING SOLICITED AS A TOTAL SMALL BUSINESS SET-ASIDE IN ACCORDANCE WITH FAR 19.5.

DISCLOSURE OF MAGNITUDE: IAW FAR 36.204(F), THIS PROJECT IS EXPECTED TO BE BETWEEN $100,000 AND $250,000.

DAVIS BACON WAGE RATES ARE APPLICABLE TO THIS PROJECT.

ALL CHANGE ORDERS FOR THE SUBSEQUENT CONTRACT, RESULTING IN AN EQUITABLE ADJUSTMENT, WILL BE DEFINITIZED IN ACCORDANCE WITH THE PROCEDURES OUTLINED IN FAR 43.304.

A PRE-SOLICITATION SITE VISIT WILL BE HELD ON FRIDAY, MAY 1, 2026, AT 1:00 PM (EST). ALL INTERESTED PARTIES MUST COMPLETE THE ATTACHED BACKGROUND FORM IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED.
