NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION
Title: Transplant Coordinator Support for Clinical Center
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
(ii) The solicitation number is 75N98026Q00515. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a Firm Fixed Price purchase order on a non-competitive basis to Hilligoss Healthcare Consulting, LLC 11301 Rokeby Avenue Garrett Park, MD 20896 for providing the transplant support service of specialty clinical expertise in the identification of potentially compatible bone marrow donors from the National Marrow Donor Program (NMDP) for patients being transplanted in the NIH Clinical Center and collating clinical data required for compliance with Institutional Review Board (IRB) approved National Institute of Allergy and Infectious Diseases (NIAID) therapeutic clinical protocols 000977-I, 001562-I, 000186-I, 002273-I, 11-I-0007 and 002199-I. Failure to fulfill this requirement would adversely affect patient care by degrading the ability to identify appropriate transplant donors as well as well as adversely affecting the ability to complete ongoing clinical trials as stipulated in the Code of Federal Regulations 21 CFR Parts 50, 56, 812, and 312.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 dated January 01, 2026
(iv) The associated NAICS code is 541690 , and the small business size standard is $19 million. This requirement is set aside for small business.
(v) Description of Requirement: The clinical research focus of the Genetic Immunotherapy Section (GIS) of the Laboratory of Clinical Immunology and Microbiology (LCIM), Division of Intramural Research (DIR), National Institute of Allergy and Infectious Diseases (NIAID) is to develop potentially curative cellular therapies for Inborn Errors of Immunity (IEI) that includes the conduct of clinical research protocols for allogeneic donor hematopoietic stem cell transplants and gene therapy conducted at the NIH Clinical Center (CC). The development of potentially curative treatments for inherited disorders including Inborn Errors of Immunity (IEI) is a core mission of the NIAID and the NIH. The conduct of clinical trials of allogeneic transplant and gene therapy requires the support services of an experienced Transplant Coordinator registered with and authorized by the National Marrow Donor Program (NMDP) to conduct searches in the national and international donor registries to determine if patients participating in NIH transplant and gene therapy protocols have a matched donor. The expert transplant coordinator also arranges for any final donor choice for collection of a hematopoietic stem cell donor product, the receipt of that donor product at the NIH CC and scheduling the day of transplantation of the donor product to the NIH CC inpatient in need of a donor graft. These services are essential to ensure timely donor identification, graft procurement, and compliance with NIH Institutional Review Board (IRB) approved NIAID therapeutic clinical protocols 000977-I, 001562-I, 000186-I, 002273-I, 11-I-0007 and 002199-I.

(a) A written notice of award or acceptance of an offer, issued to the successful offeror within the time specified in the offer, shall result in a binding contract without further action by either party. The Government reserves the right to accept any offer (or part of an offer) before the expiration date, whether or not discussions are conducted, unless a written notice of withdrawal is received prior to award. Add additional evaluation criteria as required.
(x) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, with their offer.

(xv) Submission Requirements: Responses must include sufficient information to demonstrate the respondent’s capability to provide the required product or service. Price quotations shall include, at a minimum: unit price, list price, shipping and handling costs, delivery timeframe after award, delivery terms, prompt payment discount terms, F.O.B. point (destination or origin), product or catalog numbers, product descriptions, and any other relevant information.
Evaluation factors may include, but are not limited to: past performance, technical capability, special features, trade-in considerations, expected lifecycle, warranty, maintenance availability, and environmental or energy efficiency considerations.
Respondents claiming to be manufacturers or authorized resellers of a specified brand-name product must provide: (a) Product, catalog, model, and/or part number(s); (b) Product description; (c) Documentation demonstrating that the offered item meets all required salient characteristics; (d) Quantity; (e) Estimated price or cost; (f) Shipping, handling, and/or installation charges; and (g) Delivery timeframe after receipt of order.
Responses must also include the Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification. All offerors must be actively registered in the System for Award Management (SAM) at www.sam.gov.
